Steve Michael was elected secretary; Kelly Ryan, ser-geant-al-arms and John Flem rning, pledge master. University law professors are considering a list of G. Harrold Carswell's opinions that were compiled by a group of Harvard law professors and students. Law professors across the country received similar lists asking them to read the opinions and send an appraisal of Carswell's Judicial ability to the Senate Judicial Com mittee, according to law professor James Lake. Although Lake hasn't decided for himself yet, "there must be fire as well as smoke "since two federal judges from Carswwell's own circuit have refused to support him. Charges that Carsweil is a racist Judge are separate from charges that he Is mediocre, Lake said. People who say the President's second Supreme Court nomination is mediocre are worried about his ability to understand the law and how to apply it to fact situations, the professor explained. "A smart prejudiced Judge is more dangerous than a dumb prejudiced judge," Lake said. If, as Carsweil says, he is shocked by his early racist activities, and has recanted, "He could be the best friend the blacks have on the court as he tries to prove he has changed," Lake continued. Although Justice Hugo Black is a former member of the Ku Klux Klan, and his appointment was opposed, he has turned out to be one of the most liberal judges on the Supreme Court, Grether said. . Lake said it's hard to find Judges who don't have strong feelings over issues dividing the country. "We've had men on the bench much more bigoted than any of the worst charges against Carsweil," Lake added. "I don't think either the administration or the American Farnham award honors pioneers A memorial scholarship honoring a pioneer Lincoln couple who was instrumental in founding the Student Episcopal chapel on the University of Nebraska campus has been established in the University Foundation. The annual scholarships will be in memory of George O. W. and Mary B. Farnham, who moved to Nebraska from their native state of Vermont in the 1680's. The donor Is the couple's daughter, Mrs. Ruth Farnham Traphagen of Lincoln. Income from the Fund will support scholarships for regularly enrolled students who are in financial need and show pro mise of leadership and academic ability. A medical doctor, Farnham lived in Beatrice for a year before moving his practice to Lincoln in the late 1880's. In I 1897, he and his wife were instrumental in founding on the University campus the St. Luke's Episcopal Church which is now. known as St. Mark's on the Campus at 13th and R Streets. Harry R. Haynle, Foundation president, said the couple also assisted financially more than 40 University students in ob taining college educations. Farnham died in 1930, and Mrs. Farhnam died In 1958 at the age of 102. The President presents candidates for judicial appointments to the ABA for approval before sending them to Congress. Recently, according to Lake, the ABA has complained that the President hasn't given them enough time to make thorough investigations of prospective nominees. Although the ABA gave Carsweil "the lowest passing grade," according to Law College Dean Henry Grether, people who were rated unqualified have also been ap pointed. Nixon seems to think his political alliance demands a southern appointment, Lake said, although "I'm sure he could find someone just as conservative from the north." Nixon has a perfect right to appoint people he thinks will vote the way he wants them to, Lake added. The Supreme Court has operated a man short for about a year since Justice Abe Fortas resigned after charges of a conflict of interests nixed his nomination for chief justice. Carswell's nomination is Nixon's secind try at filling the vacancy after the Senate axed his first choice, Judge Clement Haynsworth. Senators who were willing to cross the President once may hesitate about doing it again, Lake said, because "the rejection of a Supreme Court nomination is quite a political defeat, and the President has a long memory." If the Senate votes soon, the Carsweil nomination would probably pass, Lake predicted, but the anti-Carswell senators are conducting a "talkathong."
