IDA delays constitutional revision In a two-hour meeting Thursday evening, the Inter Dormitory Associaton (IDA) Council decided to put off any action on constitutional revision. A committee chaired by Council Member John Marker was to have presented proposed changes to the present IDA constitution. But, for a variety of reasons, Marker offered no changes. Instead, IDA Vice President Barry Pilger presented a con stitution he had personally written in the last several months. The Council then decided to meet next week as a constitu tional committee in order to consider, change and possibly adopt Pilger's constitution. IDA President Theresa Sledge said she was extremely pleased with the Council's decision to meet next week as a constitutional convention. No one knows the problems of IDA better than the IDA council members themselves, she said. No one feels the responsibility more, so it is appropriate that the council itself be the constitutional convention. Miss Sledge stated that she was unaware of the lack of progress in Marker's com mittee. That committee was originally charged early last semester with coming up with proposed changes in t h e IDA constitution. "I attended meetings early last semester," she said. "At that time the committee seem ed to be making adequate pro gress." "I feel rather embarrassed," Marker said at the Thursday evening meeting. "I had trou ble with various members of the committee." Pilger wrote his constitution without the general knowledge of IDA officials. He admitted that it proposes some rather radical changes in IDA. His document proposes an Inter-Residence Hall Associa purpose of the proposed IRHA would be to serve as a com tion (IRHA) that would have a different structure and purpose than IDA. Pilger stated that the main munications link between the residence halls and the University administration. Pilger expects IRHA to be different than IDA in that the new organization would not deal primarily with legislation and programming. However, before the con stitution becomes official it must be approved by students living in IDA member dormitories. All University residence halls except Schramm are members of IDA. Pilger, a junior from Brule, said he wrote the new con stitution because "IDA has done nothing this year." He blamed the inactivity on the outdated IDA constituiton and the new student-administrative structure created by the Coun cil on Student Life. The new constitution also would create a new residence hall court. The proposed IRHA court would become an appeals court for all cases from the in dividual residence hall courts. Miss Sledge agreed that the organization has not been in fluential this year. But it has "the potential for influence" and she is looking forward to constitutional changes. There is a need for IDA as a coordinating body, she said, although the original purpose of IDA has changed. With the advent of self determination, much decision making power has gone back to the individual dormitories, she said. "IDA needs changes in the committee structure so that we do more than cordinate social activities."
