The newly revised AWS
Constitution, although leng
thy, is a much simpler docu
ment than the former constitution.
According to Nancy Coufal
Hungerford, chairman of the
AWS constitutional conven
tion, the revised constitution
is updated and will, if rati
fied, better meet the needs of
AWS.
The revised constitution
provides that "all under
graduate women of the Uni
versity of Nebraska ... are
automatically members of
AWS as of the time of their
enrollment in the University
. . ." This membership clause
Is similar to constitutional
provisions of most AWS or
ganizations on other campuses
of similar size, Mrs. Hunger
ford said.
Lincoln women are also in
cluded in the required mem
bership clause, although AWS
regulations do not apply to
them.
"Since they are members,
however, they can vote, run
for AWS positions, and parti
cipate in AWS programs,"
the chairman said.
The executive branch of
AWS will remain much the
same as the president and the
two vice presidents (one for
judicial and one for program
area) will be elected
ballot. The candidate receiv
ing the highest, number of
votes becomes president and
the two runners-up become
vice presidents.
"This system insures that a
very qualified eirl who romps
in second will not be out of
the organization," Mrs. Hun
gerford explained.
Assisted by Cabinet
Under the revised constitu
tion, these officers will be as
sited by six other elected
cabinet officials, who are a
part of the cabinet or execu
tive board. In addition, a sec.
retary and a treasurer will
be appointed to serve as non
voting members of the cabi
net, she said.
The cabinet's duties are to
make appointments, coordin
ate all parts of a rather de
centralized AWS structure,
and to communicate with ad
ministration, housing and oth
er organizations.
Differ legislature
The legislative structure.
however, will differ marked
ly under the revised constitu
tion, Mrs. Hungerford said.
An AWS Congress will re-lace
the rule making powers that
are now accomplished by
AWS Board.
"The new Congress com
bines some of the features of
the former House of Repre
sentatives and AWS Board,"
the chairman said. Like the
House of Reps, membership
to Congress will be appor
tioned by living units.

the chairman stipulated that
both women can not be from

The change in apportion
ment for delegates to the
AWS rule-making body is
significant because it insures
a greater number of indepen
dent representatives. AWS
Board members are now
elected from each class; 19
of the present 24 AWS Board
members are affiliated with
sororities.
"Like the board, the Con
gress has been kept to a
relatively small size (29 con
gressmen) so that it will be
workable and so that the
sense of responsibility to a
small group will continue,"
Mrs. Hungerford explained.
The chairman felt that the
apportionment system pro
vided by the revised constitu
tion will be an improvement
over the present system be
cause "each woman student
will be insured of having a
congressman whom she can
take her 'gripes' and sugges
tions."

Artlrle XIII. Ratification
This revised and amended constitution
of the Associated Women Studenta of
the University of Nebraska at Lincoln.
Nebraska shall be in full force and
effect after its ratification by a major
ity vote with at least thirty per cent of
AWS members voting or by an affirma
tive vote of fifteen per cent of AWS
member when less than thirty per cent
of AWS memhers vote, and after it is
duly approved by the University. This
constitution shall not fail or be void for
any reason because of failure to pro
virta any specific detail.
By-Laws
1. The number of Congressmen elected
from each living unit shall be as fnl.
lows: Three from each of Sandra. Smith,
Selleck, ound and WRH; Nine from
sororities; Two from East Campus dor
mitories and cooperatives! and three
from off-campus students.

any ballot in any AWS election.

Each dormitory court and
the inter-sorority court will
be responsible for drawing up
a constitution subject to the
approval of AWS Congress.
Mrs. Hungerford said. Each
branch court's constitution
will provide for its own pro
cedure for electing judicial of
ficla.s Clarifying the structure of
the branch courts, Mrs. Hun
gerford said, "The branch
courts will be very, similar to
the Sandoz pilot court which
is already in operation."
All of the East campus liv
ing units will set up one
court.
"Each court will consist of
seven members selected from
the living unit plus a non
voting advisor," she said.
At the head of the AWS ju
dicial hierarchy will be the
AWS Court of Appeals. This
body of eight will be elected
in an all-carnpus AWS election
from among girls who have
had experience as branch
court members. This require
ment, however, will be waiv-
ered this year, since the
branch courts are not yet es
tablished. "The Court of Appeals will
conduct orientation for branch
members and will serve as a
second court to which a girl
may appeal her case if she
feels she has been treated un
fairly in a branch court," the
chairman siad.
If WRH remains an all
freshman unit, its court cases
will be handled by the Pound
court, Mrs. Hungerford noted,
and WRH will elect one of its
residents to sit on the Pound
court to represent the fresh
man viewpoint.
Begin courts next fall
The constitutional conven
tion chairman speculated that
all of the branch courts will
go into operation next fall.
"One of the problems that
the decentralized court svs
tem may present is that there
may be inequality of deci-
cisions, Nesha Neumeister
assistant chairman of the Con
stitutional Convention, pointed
out.
"To combat this, the re
vised constitution provides
that one member of the eight
from the Court of Appeals
will serve on each branch
court," she said.

The revised constitution nro-
vides for much more flexibil
ity in the program area Mrs.
Hungerford noted. The pro
gram area encompasses such
AWS activities as Coed Pni.

"Congress has the option of
making any committee open
or closed," she explained. If
closed (such as an investiga
tion of AWS court punish
ments) then only congress
men, cabinet officials and
court members may partici
pate. "A committee such as Copri

coed who is interested may

gertora said.
