He was a member of the XU faculty for S7 years, and is credited for developing a laboratory for teaching the principles of ignition, carbtire tion. valve timing, and other aspects of an engine. Early research by Prof. Smith re sulted in advances in tractor oil filters, control of bindweed by cultivation and corn cul ture. lie retired frwm the Univer sitr in 1955, signing a con tract with Michigan State University as an agrknltaral engineering representative n its team In npgrade teaching at the National University of Colombia, Snath America. RCAP worsk closely with organiaztions formed by Cen tral Americans themselves to help bring about unification of the economics and raise educational standards. These organizations are concerned with varied activi ties related to the attainment of a Central American eco nomic community and include creation of a common mar ket, regional development landing and the development "of higher education. I ROCAP also maintains liai son with the United Nations Economic Commission of Latin America in Mexico City ; and provides loan and legal ; services to AID missions in tthe various countries of the Isthmus.
