The long socks, which are usually identified with fash ionable knees, are banished from the vogue scent this spring. Another new item is a pair of shorts with the emphasis on practicality. They are "golf shorts" which feature holes for tees, a special snap on pocket for balls and a strap for pencils and rags to clean off the balls. Several brands of knit shirts have lowered their prices, which should substantially in crease their popularity.
