Council Members Flare Into B ebate On Student Apathy

The routine discussion of an
amendment to the Student
Council's constitution erupted
into a heated debate on stu
dent apathy at Wednesday's
Council meeting.
The proposed amendment,
which will change the method
of amending the Council's con
stitution, was finally passed
by a 25-1 vote, and will ap
pear on the ballot for approv
al by the student body in tthe
spring general elections.
The point of conflict in the'
amendment was a provision
allowing 15 of the student
body to ratify, a proposed
amendment when less than
30 per cent of the student body
voted in the election.
If 30 per cent or more of
the students eligible to vote
cast their ballots, a majority
vote would be required.

because "it condones the
apathy and indifference of the

Public issues chairman John
Nolan answered her objec
tions by pointing out "that
the lack of student response
does not represent anything
that is not democratic." '
Publications chairman Susie
Moffitt .added, "It is the stu
dent's prerogative to exercise
his right to vote in an election
or not, and it is not the Coun
cil's' place "Ho force him to
vote." .
Student Attitude
"The amendment's neces
sity of 15 per cent provision
is a reflection of the attitude
of the student body toward
elections," added Miss Mof
fitt, "and not a reflection of
the apathetic attitude of the
Council."
N6re' countered, calling the
provision' a "defeatist attitude
towards student apathy."
"The necessity of even con- j
sidering such a provision,"
she added, "is the fault of
those of us who have been
followers or 'mops' in campus
life and on the Council fol
lowers to the extent that we
refuse to question the stands
and proposals of our leaders
on each issue as It arises."
"Too," Miss Nore added,
"student apathy is the fault
of the Daily Nebraskan which
is not conducive to an alert
student body."
Conflict
Council , president Steve
Gage pointed out that the de
bate over the provision was
not a conflict between the lib
eral (who wants to allow low
er voting percentages) and
the conservative (who does
not).
"I hold a liberal view of
government as it had devel
oped on the national level and
I believe many of these same
views can be applied on the
University campus," he said,
implying that the Council
should not force a certain per
centage of the student body
to vote in order to ratify an
amendment just as the feder
al government does not re
quire that a certain percen
tage vote in order to elect a
president.
Gage attributed campus
apathy jto the "lack of pur
pose" of many of the leaders
in campus organizations,
caused in part by the par
ticipation of these leaders to
petty campus politics."
"Clearly," Miss Nore retort-
led, "the Council is setting itself
jup as an aristocracy when it
passes on measures like this
j which ' allow student apathy
and when it does not even
permit the student body to
vote on whether it shall elect
its own president or not?'
The proposed amendment,
as it will appear on the gen
eral election ballot, sets up a
special constitutional election

20, at 1 p.m., said Chip Kuklin,
chairman of the People-to-People
program.
"This brother-sister pro
gram will be initiated during
the final exam period over
semester break as American
students meet international
students at the bus, train and
plane," said Kuklin.
"The American student will
help orient the international
student ' into niversity life,"
he added.

spring general election when
amendments may be consid
ered. The amendment further
requires that all proposed con
stitutional amendments be su
mitted to the Council at least
28 days prior to the election.
All proposed amendments or
revisions are to be published
at least three times prior to
the election at intervals of at
least one week.
As Don Burt, the sponsor
of the amendment, said in
Council last week, "The'
amendment is designed to cut
the time delay- (inherent un
der the present constitution)
between the time an amend
ment is proposed and when it
can be enacted from two
years to less than one."
