Park Dacarf The encroachment on public land set aside for parks and other rec reational areas is one of the big gest problems facing park and recreational departments in the country. This is the opinion of George Hjelte, superintendent of parks end recreation of the city of Los Angeles. He -visited here last week under the sponsorship of the University and "Lincoln Park and Recreation Board. He said the dearth of land for recreational use is "getting worse es the population grows, we must protect and preserve what land is available. Hjelte pointed out that groups constantly want to use parks for commercial enterprises, highways, and freeways. "Parks relieve con gestion in cities even though they are not fully developed. Interested persons must constantly be alert Against encroachment.' Other problems outlined by Hjelte were: Leadership competition for col lege graduates is great. "The big problem for a college graduate is Mot a job, but which job will he ac cept from the many offers. Col leges and universities are now de veloping recreation curriculum for leadership and management in recreation, attempting to attract people into the recreation field." Finance "With expanding lei eure time among all groups, more public funds are needed. The special funds which were created many Tears ago and ear-marked re not sufficient now. Large num bers of people, more leisure time, and less private land available create pressure on public recrea tion and park boards to provide programs and facilities. He said Lincoln's $3 per capita expendi tures for parks and recreation compare with Los Angeles' 4 and San Francisco's $7.
