(a) It shall be a violation of University Miles to disturb normal procedures of classes or stage demonstration at other times than those designated by the Stu dent Council. Section IV. Flection Rules. "The presidents of the senior and Junior classes, the Ivy Day Orator, the Meb ber of the Student Council, the Student Members of the Publication Board, and such other persons as may from time to ttme be designated are to be elected by Australian Ballot under the following rules: .ARTICLE I. There shall be one general election by this system each semester, the fall elec tion to be held the ninth Tuesday of the first semester, excluding registration week. The spring election shall be held not earlier than April 1st and not later than April 20, the exact date between these limits to be determined by the Student Council. The presidents of the senior and Junior classes shall be elected at the first se mester election to hold office for the en tire year. The Ivy Day Orator shall be elected at the aecond semester general election. The members of the Student Council shall be selected in the manner prescribed In the Student Council consti tution. ARTICLE n. "The polls shall be in charge of the Stu dent Council. Each candidate may have a representative at the polls during the elec tion. ARTICLE III. "Each voter shall check the names of the candidate or candidates for whom he wishes to vote on a ballot furnished him by the election officials which ballot shall be a separate ballot for each class. At the close of election the ballots shall be count ed by the election officials. ARTICLE IV. No vote shall be solicited at the polls nor In the building In which the election is being held during election day. There shall be a Student Council committee to specify and regufate election campaign publicity. The Daily Nebraskan shall publish on the regular publication day prior to an elec tion an impartial edition containing pub licity of all candidates and of all political parties. No printed, mimeographed, typed or otherwise mechanically printed material nor any handbills in behalf of any candi date or party shall be permitted. Any candidate violating these rules either in person or through his supporters shall thereby become ineligible upon the presen tation of conclusive evidence. Section II. The Student Council ahall create an election Publicity Committee. Section II. The Election Publicity Com mittee shall consist of four members. 1. The Chairman of the committee shall be a member of the Student Council Elec tions committee. 2. There shall he three members of the committee appointed from the Student Council. Section III. The powers of the Election Puhllelly Committee shall be as follows: 1. The Election Publicity Committee shall specify each year the number of handmade posters to be used by each party and each candidate within these limits: (a) In no case shall any party be al lowed to have more than six hand made posters displayed. (b) In no case shall any candidate be allowed to have more than four hand made posters displayed. 2. The Election Publicity Committee shall publish at least one month prior to an election, the exact publicity rules to be followed. ARTICLE V "Nominations shall be made by filing the name of the candidate in the Student Activities Office not later than 5 p.m. on Friday prior to the day of election. The secretary of the Student Council shall announce the Election In the columns of the Dally Nebraskan ten day prior to the day of election. ARTICLE IV For voting and the holding of office In student activities any student having the full number of entrance credits prop erly distributed as required by the Uni versity shall tie classified as follows: 1. Any student with less than 24 semes ter hours shall be a freshman. This is to Include all student with such Univer sity credit rating whether a four-year course, or more, or less than a four-year course. 2. Any student with from 24, to S2, inclusive, semester hours shall be a sopho more. 3. Any student with from !i3 to 88, In clusive, semester hours shall be considered a Junior. Except that for Student Council representative, in a college with an en t ranee requirement of 60 University semes ter hours, any member of the first year class with no more thnn junior rating will be eligible to hold such office. 4. Any student with 80 semester hours or more, so long as he is a candidate for graduation, shall take rating in his present college according to the number of University credits required as entrance In college. In the second semester each student filing for office or Ivy Day Ora tor must be eligible to graduate with the class of that year in some college. 5. No student in a course covering less than four regular University years will take rating for any voting or office hold ing beyond the right conferred to any student with an equal number of semester hours. For students entering the second seme-ster of any year J8 semester hours will be added to each of the foregoing figures. ARTICLE VII "The above and foregoing provisions are subject to recall for cause by the Uni versity Senate on one semester's notice." ARTICLE VIII "Only regular students are permitted to vote." The normal procedure of meetings shall be as follows; roll call, reading and adoption of minutes of preceedlng meetings reports of committees, old busi ness. 3. Robert's Rules of Order, latest edi tion, shall be followed at all meetings. 4. The Council shall meet weekiy, un less other wise stated, at designated time and place, the meeting for an hour's dur ation. 5. The president of the Council must keep consultation hours of not less than two or three hour periods a week. 6. The files of the Student Council shall be preserved and shall be available to every member. 7. Committee chairman shall prepare a schedule of committee meetings. 8. The powers of the president are as follows : a. The president shall appoint and re move committee chairman and members. (b). Regular meetings shall be con ducted by the president. (c. All communications of the Student Council shall be carried on through the president of the Student Council: he shall be expected to conduct forums of student government and to act as spokesman for the body and to insist In the interpreta tion of the constitution and by-laws. (d). The president must present an an nual oral report ofthe progress of the body to the Council, and must Aprepare, a written report for the permanent files of the Student Counlcl. ft). The president shall remove any members from the Student Council upon three unexcused absences, and may rec ommend to the Judiciary committee the removal of any members whom he con siders negligent of his duties on the Coun cil. (f) . The president Is empowered to ap point specially qualified non-memhers of temporary committee posts, and may cre ate an advisory body if need for one ex ists. (g) . The above powers are to be as sumed by the vice-president in the absence of the president. Section VI. Social Conduct and Well Being nf Student,. following powers in regard to housing and 1. The Student Council possesses the working conditions: (a). The working conditions committee may recommend proper wage-hour sched ules to proper authorities. b). Investigations of violatins or wage hour ruling shall be published by the offi cial University newspaper. r). Housing standards shall be suhmit 'ed to proper University authorities. (d). Whenever feasibue the Student -ouncll should take initiative in creation f student cooperatives. 2. The Council shall undertake to edu ite new students as to the scope and value of campus activities. 3. All social events of the general uni versity scope must be approved by the tudent Council. 4. All charity drives conducted on the campus must be approved by the Student "ouncil. 5 The Council shall define closed nights. 6. Eloise Paustian, Bill Mor ris, Jack Solomon and Lew Pierce attended. Don Kline, di rector of debate, and Dr. Laase, heads of the speech department and national vice-president of the fraternity, also were present at the meet. The fourth annual conference of the debate honorary was at tended by 37 chapters. Approxi mately 200 delegates from 20 states and Hawaii were present. The group considered the problem of civil rights, and wrote legislation regarding- the four phases of the President's report on Civil Rights. The four phases are: 1. Right to safety and securi of the person. 2. Right to citizenship and its privileges. 3. Right to freedom of con science and expression. 4. Right to equality of oppor tunity. Section VII. Student-Administration Re lation. 1. The Student Council shall make rec ommendations to the Chancellor and Uni versity authorities concerning general pol icies. 2.
