Vets Administration Cautions
Students About Courses Taken
The veterans administration last
week cautioned World War II vet
erans planning to train under the
GI bill that a new federal law
prohibits the VA from paying the
costs of any courses which are
determined to be avocational or
recreational in nature.
The recently enacted law ap
plies to educational and training
courses commenced or re-commented
by veterans after June 30,
according to Ashley Westmore
land, Lincoln VA regional office
manager. Veterans who com
menced or re-commenced train
ing prior to July 1 in courses af
fected by the new law will be
permitted to complete their train
ing. Certain courses in dancing,
photography, glider training, bar
tending, personality development,
entertainment, instrumental and
vocal music, public speaking,
sports and athletics, and any
single subject course which is not
a part of a general program lead
ing to an educational or employ
ment objective, are included in the
list of training determined by the
VA to be avocational or recrea
tional in character.
Justification.
If a veteran wants training in
any of the courses considered by
VA to be avocational or recrea
tional he must submit to the VA
complete justification that the
course he wants is in connection
with his present or contemplated
business or occupation, and prior
approval of the VA must be ob
tained. The new law stipulates that

tion courses a veteran may take
in connection with his present or
contemplated business or occupa
tion shall not be considered avo
cational or recreational.
Flight courses elected by a vet
eran at an approved school will
not be considered avocational or
recreational if the veteran sub
mits evidence prior to the start
of training that the course is oc
cupationally connected, and that
he is physically qualified to ob
tain the type of license which will
enable him to attain his employ
ment objective.
Approved Courses.
Courses not generally consid
ered by VA to be avocational or
recreational include approved in
stitutional on-farm training, and
apprenticeships training; courses
of education in approved schools
for which credit is granted toward
an educational objective; courses
of vocational training in approved
schools; approved courses in on-the-job
training, and courses in
applied music, physical education
and public speaking offered by in
stitutions of higher learning as an
integral part of a course leading
to an educational objective.

division, was one of nine
speakers at the twenty-sixth an
nual Institute for Administrative
Officers of Higher Institutions
held at the University of Chicago
last week.
His topic was, "Community Ed
ucational Services of State Con
trolled Institutions of Higher
Learning."
