NCC to Establish
Info Committees
One of the more important
panels at the Chicago Student
Conference was Panel III, which
was concerned with Student Needs
and Responsibilities in Interna
tional Affairs.
Realizing the existence of a uni
versal student community, it was
decided that it should be the aim
of the NSO to make the greatest
possible contribution to that com
munity. In order to do this, it
was decided that:
The NCC should establish a
temporary committee to act as a
clearing house of information for
student exchange, travel, relief,
and rehabilitation.
All of this activity should be
leading to the establishment of
a permanent agency that would
concern itself with foreign student
exchange and travel, but until
that is established, it is necessary
that the NCC co-operate wfth the
existing organizations doing sim
ilar work; particularly such
groups as the American Youth
Hostels, who are at present trying
to obtain liberty ships to facilitate
cheap student travel.
It was suggested that the NCC
establish a group composed of
students and faculty to develop
closer ties of friendship and un
derstanding with foreign students
in this country. It was also sug
gested, for the purpose of estab
lishing closer cultural relrtions
between students and faculty of
the various countries, that the
NSO could, for example, call a
meeting of all music students in
this country for the purpose of
exchanging ideas and discussing
topics of general interest, and also
possibly adopting foreign music
conservatories in foreign coun
tries. It was suggested that the NCC
should study the possibility of
sending delegates to the World
Youth Festival in Prague and
should publicize this festival. One

scription of the festival.
Included in the preparations for
increased student exchange, the
NCC is carrying out a complete
investigation of the Fullbright law
and the Bloom bill, which may
be used to facilitate this end. The
NCC is also providing a bureau
that will disseminate and publi
cize information about courses, op
portunities for specialization in
foreign universities and colleges
for American students and per
form the same service for foreign
students. Another committee for
the distribution of foreign stu
dent publications and information
on foreign students is also being
established.
Relief for foreign countries was
discussed, with the recommenda
tion emerging that the NSO should
favor the principles of need alone
as the basis of distribution of re
lief. It was further recommended
that the NCC should investigate
into the problem of co-operation
with World Student Relief and
should investigate the means of
co-operation with the World Stu
dent Service Fund for collection
of relief funds in this country.

recently formed International
Union of Students, Panel III

passed this resolution: "Whereas
there is general agreement on the
principle of participation in the
1US, and whereas there is dis
agreement on tlie specific basis
of such participation, therefore
be it resolved that the NCC con
sider reports of this conference
with a view to ascertain under
what specific conditions the NSO
should affiliate with the IUS."
In the interim period it was
decided that the NCC should pay
for the sending of the ISU vice
president, who is an American, to
Prague, and that the NCC should
take proper steps to insure that
American studenls are well rep
resented in the IUS and should
send the American council mem
bers to the council meeting this
summer.

Fellowship
Dr. Arthur William Sampson,
University of California professor
and former Nebraskan, has estab
lished a fund with the University
of Nebraska Foundation, income
from which will eventually pro
duce a $500 annual fellowship.
Dr. Sampson, head of the For
estry Department of the Univer
sity of California College of Ag
riculture, received his B. S. degree
in 1907 and M. S. degree in 1909
from the University of Nebraska.
He is a former resident of Oak
land, Nebraska.
To be known as the "Arthur
William Sampson Fellowship In
Nebraska Pasture Management,
the award this year will total
$300. The remaining $200 of tht
initial gift will be invested as
principal by the Foundation. Dr.
Sampson plans subsequent gifts to
permit an eventual $500 annual
income.
Recipients of the fellowships
will be graduate students seeking
advanced degrees in botany or
agronomy, who have a special in
terest in pasture management in
Nebraska. Heads of the depart
ments of agronomy and botany,
and three faculty members ap
pointed by the Dean of the college
of Agriculture will select th
recipients.
