A com mon cause of violation (parking over an hour and a quarter) was given as lack of understanding sm to the purpose of the law. The man who merely moves his car to another hour stall is violating the spirit of the law. The survey produced evidence to show that store employes are using various means of violating the spirit of the law. There Is, however, little evidence of negli gence on the part of the patrol men who check parking.
