where he was in attendance at the
joint meetings of the Institute of
International Law and the Con
ferpneo nf Tparhers of Interna
tional Law. The sessions, held un
der the auspices of the Carnegie
Endowment for International
Peace, were held jointly for the
first time this year. Rcpres -motives
of foreign governments at
tended the meetinps. as well as
teachers of International law from
institutions in the United States.

when the ceremonies were foregone
because of a discrepancy In vot
ing. The queen will be elected by
vote of all men students holding
tickets to the affair. Voting will
be done previously and the Iden
tity of the queen kept secret until
the crowning ceremony.
