L. Cochran of the coast artillery corps addressed the meeting of the American Sociey of Civil En gineers held at 3 o'clock yesterday afternoon. He related some interesting over seas experiences and gave the engi neers a good conception of the French mapping system, location of grun posi tions, and orientation of guns.
