"The reports of the progress of the
war that have reached us emphasize a
lesson tha we as Americans should
learn from the Germans the lesson of
organized efficiency.
"Germany has created great schools.
and her schools have made Germany
great. For the people of Germany
have nohlng but love and admiration;
and while one who believes In democ
racy finds much that ho cannot ap
prove, yet even the bureaucracy of the
kaiser is mild and beneficial compared
with the notoriously oppressive des
potism of Russia, a country which is
allied with the more " liberty-loving
states of France and England more by
fortune than faith."
The chancellor said that while
America was not and would probably
not ever become involved in the con
test of arms with the other countries
that she was in a type of contest with
them. Speaking along this line he
said, "Americans must compete Indus
trially and in other waysand triumph
can be accomplished only through the
work done In universities." He then
told of the doctrine of hatred for Ger
many taught In French schools and
'the militarism and blood and liron
theory of Bismarck taught In German
schools. The youth of Franco, as a
result, are willing to die to recover
provinces whose existence would not
be known to them except as they look
at the map, and the youth of eGrmany
are equally willing to die for Imperial
ism, which contributes nothing to
civilization. The result of the teach
ings, he said, had contributed indirect
ly to this horrible war, the disgrace of
our civilization.
Compares Our Attitude to Mexico
With European Idea.
"How different was our attitude to
ward Mexico. For here a helpless
nation, torn by civil discord, lay at our
doors giving us practically every pro
vocation for interference but the wise
government at Washington exerted It
self in every way to bring about peace
Kith honor. The horrors of war that
we have escaped, he legacy of death,
pensions and hatred that we have
avoided, Is almost incalculable. If we
had gone to war with Mexico, this
state would have had to pay through
direct and Indirect taxation-perhaps
one hundred times the cost of the uni
versity plant In the centuries that are
to come for pension rolls last a hun
dred years and war debts are never

she contracted when under Marlbor
ough she joined the allies In limiting
the ambitions of Louis XIV. Irritating
as the acts of the Mexicans were to
have yielded to .the war Bplrit would
have been foolish. There is an intense
pratcical political wisdom as well as
the highest altruism in the words
"Love your enemies; do good to them
which hate you. Bless them that curse
you and pray for hem which desplte1-
fully use you."
Then coming to the part of rls ad
dress he told of the burdens of civili
zation and said they resed mostly upon
Americans.
Burdens of Civilization.
"Upon Americans particularly the
Amerlcan student thanks for the men
ad forces that have made our pres
en peace with the world possible now
rests the responsibility of carrying for
ward civilization a burden which has
hereofore been largely sustained by
our cousinns across tho seas. In the
future our universlles must cease to
be, to such an extent as they have
been In the past, establishmens for
the dispensing of European informa
tion. We must produce to a greater
degree an original culture, a native
and individual scholarship, peculiar to
America and springing from the minds
of American students. By taking our
dules as students more seriously, by
slighting the frivolous or purely social
life, Ave can do much to accomplish
this result.
But you may ask: how will our in
creased devotion to study influence the
culture of he world? The answer Is J
easy. Through the highly cultured
and highly efficient young man and
young women whom the universities
will turn out. We are fortunate in
having made a noble, beginning before
the fuli burden has fallen upon us.
The universlles of the west have
graduated young men who are now
occupying the highest positions in the.
'country. We "have furnished profes
sors to Yale and Harvard; we have
furnished great preachers to the cities
of the eas; among our alumnin aro
electricians and technical men, well
known not only in America, but in
foreign countries; we have started on
their successful careers literary men
and women, thinkers and writers.
The list is already a long and hon
orable one, and I think I see the time
when the University, of Nebraska as
the crown of the state's school system
will produce a scientist like Faraday,
whose far Insight Into material things
shall form a new basis for our indus
try; a poet like Whlttler, who shall
turn our hearts to hate all wrong and
oppression, and who shall guide us
wiht his songs through the paths of
peace; statesmen like Wilson and
Bryan, who shall wisely guide the des
tiny of the nation in troublesome
times. But why try to enumerate a
list of possibilities without end? The
"University of Nebraska, In opening
Its doors to the youth of the state for
the forty-third time, extends to them
an opportunity for a great work and
a great usefulness of never-ending in
