of tho greatest astronomers in Amer
ica today. Ho is the builder and owner
of tho obsorvntory at Flagstaff, Ariz.
Mr. Lowell Is a man of some menus,
and does not do IiIb work for a liveli
hood, but because ho enjoys It. Ho
became interested In astrouoniy a
number of years ago, and thinking the
dry cllnmto of Arizona would be an
excellent place to do work of this
kind, built with his own funds the ob
sorvntory at "Flagstaff and equipped it
with a very lino toleBcope.

Tho Flagstaff observatory has made
a specialty of Mars, and has contrib
uted tho most valuable data to bo had
on that plahot. Professor Ixnvoll has
a staff of skilled astronomers nt his
observatory working all of tho time.
This corps of workers publish occa
sional bulletins giving the. results of
their observations, and these are al
ways of permanent value.
Professor Lowell is tho author of
several popular books, most of them
on planets. Although connected with
the instituto of technology at Boston,
ho devotes most of his tlmo to the
work at Flagstaff. His address la
looked forward to by university pro
fessors and students as being sure to
be highly interesting, and Instructive.

ture at a recent mooting; took up tho
prohlom of changing the, system of
grading. The plan, of grading a stu
dent partly on recitation, partly on
laboratory work and partly on exam
ination waB discussed at 'some length.

"PHILIPPINE LABOR PROBLEM."
Article by Dr. Edwin A. Maxey Ap
pears in the Forum.
An nrticlo entitled "Tho Philippine
Labor Problem," by Dr. Edwin A.
Maxey, appears in the February num
ber of tho Forum. The article covers
some tpu or eleven pages and deals
with the changed attitude of the pub
lic toward the Philippines. This
change, he points out, is shown by
the interest shown in the selection of
tho United States minister to China.
Tho Spanish-American wnr, accord
ing "to tho article, has wldonqd our po
litical hqrizon. It has brought the
Philippines nnd their problems home
to the United States and mado it an
Asiatic power.
Tho most troublosomo problom to
day, ho points out, is not political, but
economic. Ho discusses tho labor
prohlom In tjie Philippines and tho re
spective merits of the two solutions
which he proposes. Tho first of theso
solutions Is a resort to Ch'lnoso coolie
labor. Tho second takes up tho Indus
trial education of tho natives.
The Filipino laborer is shiftless and
unreliable, but Dr. Maxey shows that
this is the normal condition through
out the troplcs. Whether 'Industrial
incentive, sufllclont to rouso them from
this condition, can bo transplanted Is
tho problem. He points out that if
unrestricted Chinese immigration 1b a
menaco to the United States, it is
moro so to' tho Philippines. In drawing
his conclusions, Dr. Maxey decides in
favor of tjio industrial education of
tho natives as tho only satisfactory
solution .of the problem,
