An nrticlo entitled "Tho Philippine Labor Problem," by Dr. Edwin A. Maxey, appears in the February num ber of tho Forum. The article covers some tpu or eleven pages and deals with the changed attitude of the pub lic toward the Philippines. This change, he points out, is shown by the interest shown in the selection of tho United States minister to China. Tho Spanish-American wnr, accord ing "to tho article, has wldonqd our po litical hqrizon. It has brought the Philippines nnd their problems home to the United States and mado it an Asiatic power. Tho most troublosomo problom to day, ho points out, is not political, but economic. Tho second takes up tho Indus trial education of tho natives. The Filipino laborer is shiftless and unreliable, but Dr. Maxey shows that this is the normal condition through out the troplcs.
