social conditions which may conflict
with the current political views.
Partisan Charge.

to state some fact or theory at vari

charges endanger the sincerity of his

cal facts. Ho can use facts and laws,

ever. Hopes for Future.
"I hope,' said Professor Howard,
"for the time when tho university pro
fussor may bo tho chlof consultant of
the people on the probloms about
which ho has Information. In some
parts of Germany that condition has
arrived. There the people refer econ
omical and similar questions to the
professors and take their work for the
inctB involved.
"In this country we- aro now ablo to
take part only In thoso reforms which
have not yet been espoused by any
political party. For Instance we can
discuss questions of Interest to the
board of charities and,porrectlons, In
sofar as these questions aroilot taken
up by tho political parties. But when
tho parties consider tho reform when
It really begins to amount to some
thing then the profossorB must -step

most needed."
