Tho sowors of tho streots of San Francisco wero torn and crushod so that tho paving sank In and the cavity filled with wator. The sewer system of San Francisco has been practically reconstructed for this reason. Issued Proclamation. "Tho area covored by tho accom panying flamoB was very largo and after a short time it was practically useless to try to fight thorn with any thing other than dynamito and gun cotton. Immediately following tho de struction Mayor Schmltt iBsuod a proclamation declaring that tho Unltod States troops, of which thero wore ton companies there at tho tlmp, and tho police force should havo authority to kill anyone looting. Tho people wero to stay at homo after dark and tho light companies wero not permitted to furnish any light The protection to property mado the presence of troops quite necessary. "ThiB was not tho first time that San Francisco has been destroyed by flro, for she has' once before suffered a liko calamity. In this castrophe the flro department was de stroyed. Tho lntonso heat made ap proach to tho burning structure Im possible and falling walls struck down both engine and horso. Horses died In their harness. Many were cut loose to find their way to tho barn, whero they burned. Not All Red Tape. "In tho burned region, three fed eral buildings escaped without serious Injury, We hear much of tho red tape connected with government en terprises, but in this case it proved that while other buildings around wero destroyed tho federal building stood tho test. Tho city hall, which represented a great outlay and at the same tlmo was thov causo of a gi gantic steal, suffered almoBt com plete ruin. After tho flro tho street corners wero moist interesting scenes. Many people who had tried to save somo of their property had it ac cumulated here. A scheme to publish a morning newspaper in Boston Is being dis cussed among the faculty and stu dents of Harvard University. The paper will bo run as any other morn ing edition except that all depart ments will bo-Jn-the-llinrds-of stu dents. This project has been con templated primarily for tho purpose of making tho school ono of practical journalism, and secondarily for tho purpose of putting Harvard more closely in touch with tho alumni and mon of BoBton, It is intonded that tho school shall be a graduate department of tho uni versity and shall give its students training in tho various branches of newspaper work.
