CALDWELL DISCUSSES IT Declares That Roosevelt Will Take With Him the Confidence of the Plain People of the Country. Professor Caldwell's annual review of tho president's message was glvon at chapel yesterday morning and was, as usual, a clear and forceful discus sion of tho president's message. Thlo Is the fifth year that Professor Cald well has reviewed tho president's mes sage and his addresB Is coming to be one of the evonts of the school year. Professor Caldwell Bpoke In part as follows: "Both in character and quantity of matnir our retiring stronuous presi dent will have distanced all his pre decessor. This vast increase in out put finds its reason and justification in various factors. One factor and no inconsiderable one either, has Its source In tho character of the man himself: ICarnest, sanguine, self-con tered and self-confident, belleveing Jn liluisolf and In his cause, loving the fight and victory, ho returns to cham pion the principles lie advocates on every available opportunity. Another force Is found in a marked tendency in our political life to make tho president Its real leader to approximate tho English system of cabinet government, and thus to force him to develop in full measure the Issues before the poo pie, and to champion the views he holds in order to win and retain tho support of the people. A third factor may be recognized In the onormous Increase in the functions of tho gov ernment in the last century. Wishes to Protect Weak. '.Much as tiie president tries to con ceal It, by inveighing against unjusc attacks on wealth, yet an analysis of the message will show that practically the entire document is given over to a discussion of how to protect the weak against tho selfish, grasping alter an. undue share of the natural resources of tho country, and a too great proportion of the production of labor. The president finds many weaknesses In tho courts, the judges and their practices; yet ne becomes extremely sovero in his treatment of those who pronounco condemnation on the courts In other phrases than his own. 'Roosevelt, in this message, as in many of his former ones, discusses all topics from a twentieth century point of view a philosophy based on th Idea that society, not the individual, is the unit of modern life. He attack h extreme individualism on the on5 hand, and socialism on the other, yet the tendency of every measure he ad vocates is to curb the individual and to expand the functions of society through the organized state. "In his troatmont of the question of Injunctions, he has not been able to rise above the partisan and cam paign point of view. Ills position in regard to the domundB of certain labor leaders concerning tho use of injunc tions may be well taken, but the tono indicates that he had his big club in hand and his fighting spirit on tap. Causes a 8enBation. "Perhaps, however, tho one passage 340 No. Ilth Street In his message which has caused a real sensation ih that which deals with the use of the secret service of ficers. Tho president 'by indirection, implies that the only effect of the ac tion of congress at its former session, in forbidding any detail from the sec ret sci vice and any transfor therefrom was to diminish the effectiveness of tho war against graft and fraud. Con gress hob been stirred to action as the charge haB been felt by It as a re flection on the honor of that body. The president suggested that if con gressmen did not wish their acts to be Investigated by the secret service they might make an express exception of themselves. This phrase has in creased their Ire, and the relations between tho two departments of gov ernment are moro strained than here tofore. Seemingly the peoplo nre. with the piesldent and feel that the cases of Senators Burton of Kansas, Mitch ell of Oregon, and others, prove thnt congressmen, as well as appointed of ficers, are not above wrong. "On the whole In thiB, my last inter view with the president in your pres ence, I am glad to say that few men in our history have had more influence in moulding public sentiment that he, and on the whole In the right direc tion. Sometimes he seems In con sistent and semi-occaslonally or often er he indulges in phrases less polite than 'My dear sir, I must beg your pardor and differ from you In your conclusions.' In spite of all criticism he will carry with him the confidence of tho great majority of the plain people of America, as ho lays down his pen that has beon hurling hot phrases at his opponents, and takes up his many rifles to send hot shot at th, big game of Darkest Africa." COURSE IN BOXING IS OFFERED. Ten Weeks' Instruction Under Jack Beat Alter Christmas.
