The new organization of the forest "service which is now in effect will bo valuable chiefly in freeing the depart ment from red tape and onable all work to be done with the greatest dispatch and accuracy. Business which was formerly transacted in Washing ton will, under the new arrangement, be handled by officers on the ground. The new organization of the forest service Is not the result of any hasty action but it is rather tho culmination of a plan towards which the forost service has been working steadily since It took charge of the national forests. The national forests of the United States have been divided into six dis tricts and each district will be in charge of a district forester. District headquarters will be opened Decem ber 1. The work in each will be dis tributed among lour offices, operation, grazing silviculture and products, each of these ofTlces being equipped with men who have each had special train ing in their own department.. Duties in Detail. The olllce of operation will be charged with responslbllty for the pro tection of national forests, for the building of roads, rails and .other permanent improvements upon them; for the organization of the force on na tional forests, and with the super vision of all business relating to the special use of national forost re sources. The ofllce of silviculture will have supervision of the free use and sale of timber from national for ests, forest planting upon them, and will conduct forest studies on national forests, as well as in co-operation with private owners in the district. Tho ofllce of grazing will Bupervlso grazing business in the district, except for the actual fixing of allowances, periods and rateB, and will make studleB look ing to tho improvement of tho forage crop on national forests. The ofllce of products will make both independ ently and In co-oporation with 'private owners, studies leading ta a more prof itable use of timber on and off na tional forests within the district, and to their preservative treatment. From the district foresters down the personnel of tho district officers is made up of men picked for their proved capacity, for their thorough training and for their experience in tho west. Most of them are men who not only have worked in the west after they entered tho service, but who lived in the west before they took up tho government forest work.
