Our supplies, like Russia's come
from a distance and our forces in the
Philippines nro small. Including tho
native troops In tho islands we have
altogether 22,000 mon. The troops In
the states are 28 days sailing distance
from Manila, with only 10 transports
at hand. In contrast with this is
Japan's ready army .of 400,000 mon,
five days distant from Manila, with
sixty-three transports. Our navy,
however, is superior in size and ef
ficiency, but of our thirty-four boats,
not a battleship is in Asiatic water.
The eighteen battleships of tho
United States aro along the Atlantic
coast and could be assembled in less
than a week. Japan had twonty-nlx
vessels, fourteen of which were taken
from tho Russians.
Tho problem would be how to got
all tho ships together, for to go around
the Horn to San Francisco is a dis
tance of nearly 15,000 miles, requiring
three months' time. There would be
also tho difficulty of coallnr, for Japan
furnishes us all our coal, nd in the
meantime the-Japanese could be forti
fying themselves in Manila. The cam
paign would reqiiire great things and
strenuous endeavor, but Professor
Jones felt confident that in the end

try is anxious for war. A naval war
Is not as expensive as a land war, for
the main cost is in building the ships.
By the treaty of 1905 it is necessary
for England and Japan to assist each
other in case of war. This appears to
be a chanco for Japanese exnanslon.

with our people on the western coast.
Much sympathy is -held for the Japan
ese, but it -Is a question which should
be settled by the parents of tho chil
dren and not by the President. It re
quires careful procedure and should
be settled by negotiations and
treaties.
