At a mooting of the var sity squad hold in tho Trophy Room Saturday evening an organization, to bo called Tho Forum and to bo com posed of University debaters, not to exceed twon'ty-flve in number, was perfected, a constitution adopted and tho following officers elected for" tho ensuing semester: C. O. McWhinney, president. ' G. M. TunnlBon, vice-president. A. C. Hough, secretary-treasurer. By a provision In tho constitution tho members of tho debating squad for 190C wero mndo Charter members of the now organization. They are: C. C. McWhinney, B. C. Mnrvln, J. M. Swon Hon, C. A. Sunderlln, O. M. Tunnlson, J. T. Miller, J. h. Clark, Mason Wheel- or, R. A. Bates, H. W. Craig, J. O. Wentworth, A. C. Hough, S. M. Rina kor and A. M. Levy. The purpose of this organization shall be. the cultivation of tho art of public speaking and debate. . ' ARTICLE III. . Membership. Section 1. The membership shall not oxcoed twenty (-20) male students of tho University of Nebraska who exhibit special interest in public sneaking and debate and havo shown special aptitudo for that work. . Sec. 2:By tho unanimous consent of all members present tho member ship may be incrpasod to twenty-five (25). Sec. llr All members of the Univer sity debating squad of 1906. who ovl- denco the Intention to co-operate ac tively in tho work of this organization shall be constituted charter members. Sec. 1. Perspective membership shall bo In the hands of a commHteo of five to bo appointed by the president at tho beginning of his term and to con tinue In office during said term. Sec' 5, To secure admission, candi dates shall file an application for membership .with tho chairman ot tho membership committee, secure a ma jority vote of tho committee, and re ceive tho fnvorablo vote of two-thirds of all members. Sec. G. By a two-thirds vote of the total membership anv member mav .bo dropped from tho roll for a justifi able cause. . When such action is con templated, the member shall be noti fied b ythe- secretary, and shall, if he desires, have opportunity to show causo why ho should not bo thus ox pollod. ARTICLE IV. . omeers. The officers and their duties shall bo as follows: . Section 1.. A president, who shall preside a't all meetings and exercise I general duties of a. presiding officer. Sec. 2. A vice-president, who shall exercise tho duties of .the prOsIdent in his nbsenco. Soc. 3. A secretary-treasurer, who shall keep tho records and havo gen eral supervision of tho finances. ARTICLE V. Program Committee. Section 1. Thoro shall bo a program committee of three members appoint ed by tho president at 'the commence ment of his term to continuo during such term. Sec. 2. This committeo shall select topics for discussion, appoint speak ers thereon, and announce each pro gram on the bulletin board at least two weeks In advance. Sec. 3. Whenever It Is practicable, this committee shall secure tho sor vlcea of a competent critic for each debate. ARTICLE VI. Amendments. Section 1. Amendments to this con stitution must be submitted ono weok prior to passage, and at jmch meetings must secure a majority vote of all members present. At tho next meot Ing thej)roposod amendment must se cure a two-thirds vote of tho total membership to bo Incorporated in the constitution. Sec. 2. The by-laws may bo amend ed in the sanio manner. BY-LAWS. Section 1. Meotlngs shall bo' held weekly. Sec. 2. The term of oflTco for all offi cers shall bo one semester of the col lego year.
