of gas and electrlo light franchises and
in dbtermlning the conditions of such
grants.
2. The terms of franchise grants to
gas and electric light companlos with
special reforence to conditions exist
ing in a largo American city.
3. Efficiency and cost of service to
the consumer.
4. Tho reserve power of tho state
and municipal authorities over tho ef
ficiency and cost of service to the
consumer.
It will add to tho value of the papers
submitted if tho question of tho ele
ments of the cost to the. company of
the service to the consumer, and tho
tho relation between actual cost to
tho company of rendoring the sorvlce
and the charge to the consumer for
tho same, bo considered.
Papers submitted by competitors
must not exceed 10,000 words in
length, and must be mailed or deliv
ered to an express company not later
than March 15th, 1906, addressed to
the "Chairman of the Committee of
Judges, care of Clinton Rogors Wood
ruff, Esq., Secretary of tho National
Municipal League, North American
Building, Philadelphia," and marked
"For the William H. Baldwin Prize.!'
Competitors will mark on each paper
a "nom-de-plume" and encloso in a
sealed envelope tho full name, ad
dress, class and college corresponding
to such "nom-de-plume."
