Bids for the now Executive Building

estimates for construction were re
ceived by the Regents some time ngo
they had to bo thrown out as too high.
Plans wero redrawn, some features cut
out, anil others cut Into, and the new
bids aro now ready. Soma thlrty-fhc
thousand dollars are to be expended In
the new structure. This amount is
ample to construct a building, provid
ing the building be small enough, if
the new edifice is to be devoted solely
to the executive department of the
University then this amount will
doubtless be largo enough. But the
building will be necessarily small, if
construe ted right. How a small build

doubt to warrant the Regents In put
ting up a small one Instead of waiting
until more funds weie available.
A year ago the now Junior class was
torn by factions contending for tho
control of tho Sombrero. While In tho
minority tho upholders of the old
regime won out and the management
of tho Annual went to men appointed
by the president of the class Instead of
to those elected directly as managers
by the class. But so great was the
feeling aroused that tho men appointed
as editors and managers of the Som
brero printed a signed statement that
all in their power would be done to
make their book such as it should bo
and not simply a means to individual
gain. That this statement was made
In good faith there Is no reason to
doubt, and that It will be kept there
there is as little reason to doubt. But a

PHILIPPINE SERVICE.
Tho United States Civil Service
Commission Invites your attention to
the opportunity which now exists for
giaduates of colleges and normal
schools, Including students who will
graduate In 1905, to qualify for ap
pointment In the Philippine service.
Two examinations are pending for this
service, namely, the Assistant exam
ination and the Teacher examination.
Ftoin the Assistant examination It is
desired to appoint ellglbles to the po
sition of teacher and to other positions
in the administrative departments In
that service. This examination affords
the best opportunity for college men
to place on recoid their qualifications
for special as well as for general work.
Practically all of the positions under
the insular government are mbjed to
civil service regulations and promo
tions are based upon the records of ef
ficiency of employees.
The salaries of American teachers
in tire Philippines range from $900 to
$1,500 and in a few special in.stames
salaries above $1,500 are given, the Di
vision Superintendents In particular
receiving salaries of $1,500 to $2,500,
according to the work assigned them.
After tho examination papers of
competitors are rated they will be for
warded to Manila. The Insular Bureau
v. ill be notified of the names of those
selected, who will then be furnished
provisional appointments and that Bur
eau will arrange for their transporta
tion to Manila. II is contemplated
that where possible the appointees will
deposit with that Bureau the cost of
their transportation at the special gov
ernment rate, but In ( ases where the
appointees can not deposit the full
amount it is within the discretion of
that Bureau to rurnlsh sin h transpor
tation subject to the deduction of 10
per cent each month from their salar
ies after their arrival in the Islands.
Upon the arrival of appointees in Man
ila their assignments, both as to loca
tion and woi k will be made by the in
sular authorities, and candidates should
h- willing to accept such duty and loca-

tion as may.be allotted them.
Tho Assistant examination will be
held on April 5-G, 1905, and the Teach
er examination on March 15-1G.1905,
and those desiring to compete should
apply to the Commialson at Washing
ton, D. C, for tho necessary application
forms.

Information In regard to this examina
tion and that for Teacher will be fur
nished to all persons who apply.

very much If you will, as far as you
can conveniently do so, bring the facts
shown la this letter to the attention of
any recent graduates or under-gradu-ates
of your institution.
