Of tho cases presented by Harvard and Yale in tho December debate on trade unions a stenographic report, with lithographs, is being published by the Yalo Debating association. A recent number of "Tho Weekly Co lumbian," Columbia University, Wash IngtonX. C, Is almost entirely given up to tho two debates now on with Jtho University of Virginia, and with Georgotown University. In tho Carnot debato, the annual Cal-Ifornla-Leland Stanford battle, victory went to California. Tho audience was too largo for Harmon gymnasium. Dr. Ross, when at Stanford, helped train tho Carnot contestants. Debates at Exposition. The subjects for debate and the gov erning conditions in the national ora torical contest at the St. Louis exposi tion havo been definitely announced They are such as to tax all the forensic powers of each competitor. The con test will bo held in tho Hall of Con gross at 2 :w p m , June 22. Not until 8 a. in. of the same day will the con testant know what phase of the sub ject ho Is to discuss. This gives prac tically six hours to prepare tho speech and will test ability to make an ex temporaneous address as well as gen eral knowledge of tho question. The general theme of the discussion will bo the "Improvement of City Government In the United States." This is divided into seven different subjects as fol lows: (1) "The Growth and Cosmopolitan v..iaracter of American Cities." (2) "The Power and Methods of the v..ty Boss." (3) "The Application of tho Civil Service Merit System to Municipal Af fairs." (4) "Independent Action in City Pol itics." (5) "Tho Adaptability of German Municipal Methods to American Cities." (G) "The Franchise System vs. Pub lic Ownership." (7) "Have Democratic Principles Been a Failure in Municipal Govern ment.?" Speeches will i'o limited to twelve minutes.
