The Board of Regents mot at 2 o'clock on Monday with all members present except Regent Ernst. Tho Re gents elect, C. S. Allen and W. G. Whit more, presented their credentials and assumed their duties, succeeding Messrs. Forell and Kenower, whose terms had expired. The election of president of the Board being the first order of business after the reading and approval of the min utes of tho last meeting, it was ordered on motion of Regent Calkins that Re gent Teeters bo elected president of the board to serve until the June meet ing next or until further action of tho board. Tpon recommendation of the sev eral faculties it was ordered that de gress be granted, together with teach ers' cortiflcates. and that diplomas and ceitificntes bo awarded to the candi dates so recommended. A number of appointments to minor positions since the last meeting of the board reported to the chancellor wore approved on motion. Provision was made for conducting the summer school of 1904, the chan cellor being authorized to appoint Pro fesor Hodgman as director of the school. A satisfactory report having beon made upon tho titles to land for the establishment of a sub-station at North Platte. Neb., tho secretary was instructed to mako payment for the land in accordance with former condi tional orders of the board. Regulations for the organization of tho work of the new experimental sub-station were adopted and the recommendations of Director Burnett for the appropriation of money to start work were referred to the committee on Industrial Educa tion with power to act within tho legls latho appropriation made for the pur pose. The plans and specifications for the construction of the school building at the farm, the physics and administra tion buildings on the city campus, to gether with a proposed form of build ing contract, were referred to the build ing committee. Regent Allen -was ap polnted'member of tho building com mittee, succeeding eJT-Regent Forell. It was ordered also that tho location of the physics buildings remain as here tofore recommended by tho building committee and a communication from the Athletic Board concerning re-arrangement of tho athletic grounds was referred to the building committee with power to act. A committee from the Nebraska Corn Growers' association was heard, presenting a request that the Regents include in thelf next biennial estimates to tho legislature an Item of $10,000 to be expended under the direction of the board in the Interests of tho Corn Growers' association. The special committee upon water supply for fire protection was -Instructed to further investigate the cost of the proposed reservoir or cistern and present a proposition to the council of tho city of Lincoln for co-operation in that matter. Leaves of absence were granted to Professor Lyon and Adjunct Professor Almy for tho purpose of pursuing study at other Institution. Tho special committee heretofore ap pointed upon, the revision gf the by laws of the board submitted a prelimi nary report, and on motion" It was or dered that that portion of said report renaming and defining the duties of the standing committees of the hoard be approved. The special committee was continued with Instructions to make a further report at the next meeting of tho board. It was vofced to establish a new de partment under the title of Jurispru dence and Public I aw, the same to be In qhargo of Dean Pound, of tho Law oollege. assisted by Professor Coolt, and that the titles of the department and hthe professor of American history and jurisprudence be changed to American history and politics. It was ordered that the building cora mlteo be requested to report to tho board at a subsequent meeting relating, to the necessity of; fire escapes for cer tain .buildings of, te University group.
