"Can President and Vlco President Come from tho Same State?" revealed the mistaken notion of many of the studonts, and many of the prom inent historians as well, that they could not. "Can a person be a member of the houso and senate at the same time?" found no nogatlve answer in tho Constitution, nor was there any thing found to prohibit the house from choosing a speaker or the senate a president pro tem from outside its membership.
