With a pension roll containing near
ly 1,000,000 names the largest num
ber it has ever held the clamor for
the removal of Commissioner Evans
because ho is not a "friend of the
soldier" seems to be somewhat ludi
crous. The Civil War ended thirty-
six years ago , yet during the year
just closed , 44,225 new pensioners
were added to the rolls and 8,057
names were restored to them , while
the losses from deaths and other causes
were 48,586. The total number of
names on the rolls now is 997,735 , and
the disbursements during the year ag
gregated more than $188,500,000. More
than 45,710 applications for pensions
growing out of alleged disabilities in
curred in the war with Spain , or
twenty per cent of the total number
of men engaged , have been filed ,
against only six per cent of the Union
army filed during the first seven years
after the close of the Civil War.
Surely no country on earth has been
more generous to its war veterans than
ours has beenand in no country could
there be less ground for clamor for
more "liberal treatment. " Secretary
Hitchcock speaks in high commenda
tion of Commissioner Evans in re
porting the condition of the Pension
Bureau to congress , saying that the
