SUGAR AGAIN.

Sir : In your issue of the 14th you
publish a communication from Messrs.
Willett & Gray , of New York , advo
cating the free entry of sugar from
Cuba into this country and asserting
that the price of sugar to the Ameri
can people would thereby be reduced by
the amount of the present duty on
sugar. As they express it , "If the
duty is taken off Cuban sugar , the bene-
fit goes to the people. "
Let us examine this statement , using
the figures furnished by Messrs. Willett
& Gray.
The probable consumption of sugar in
the United States this year should be
2,860,585 tons. Of this quantity 1,000-
000 tons , in round numbers , will come
from American sources free of duty
leaving 1,860,585 to come from other
sources and ouwhich duty is paid. The
average duty assessed is $86 per ton.
The crop of the Island of Cuba for
the coming year is expected to be some
thing like 900,000 tons. If this were
admitted free of duty there would still
be 460,585 tons to come from other
sources and on which duty would have
to be paid.
It is a well known law of economics
that the price of all sugar in this
country would be fixed by the cost of
these 460,585 tons , plus the duty that
they would have to pay to get into this
country in order to compete with the
duty free sugar.
The effect of letting Cuban sugar
come in free would therefore be to pre
sent to the Cuban planters $86 per ton ,
or.in one year$82,400,000which at pros-
