. It is always easier
FAIR FARQUHAR. to hit at a public
official than at a
public policy , especially when suffering
from his acts , and the temptation is
generally irresistible to put the blame
upon the man rather than upon the law
which he carries out. But it is one of
the striking , yet characteristic , qualities
of Mr. A. B. Farquhar's letter which
THE CONSERVATIVE prints in this issue ,
that , instead of making a target of
Secretary Gage because of the ruling
which led to prompt tariff retaliation by
Russia , Mr. Farquhar goes farther back
and aims at the policy itself which
dictated the Dingley tariff. No one is
more entitled to a hearing upon ques
tions relating to American industries
than Mr. Farquhar. He is not only a
great manufacturer , but a great export
er ; not only a successful and far-seeing
business man , but a truly patriotic and
public-spirited American , who scorns to
ask for favors at the expense of his
fellow-citizens. The time seems at last
to have come when our business and in
dustrial community must begin to feel ,
by experience , the force of what such
men as Mr. Farquhar have lorig pointed
out. They cannot study the situation
fairly without coming to his conclusion ,
that the evils which they are now dis
cerning , the trusts , the defeat of reci
procity treaties , the hostile tariff acts of
foreign countries , are the logical and in
evitable outcome of protection.
A PEERLESS IMITATOR.
Bryan's Commoner continues to slosh
around in an aimless and harmless fash
ion. The peerless one has lately been
detected in imitation of the style and
diction of Editor Morton , of THE. CON
SERVATIVE , which is encouraging. To
be sure , Mr. Morton cannot supply the
fellow with brains , but if by study of
THE CONSERVATIVE'S charming style ,
Bryan shall be able to infuse a little of
the breath of life into the corpse-like
Commoner , he certainly ought to be
allowed , unrebuked , to do so. Give the
colonel plenty of rope ! The Californian -
