dencies , or , whether this necessary
change will be effected only as a result
of disastrous experience. Trade move
ments work out results with astound
ing rapidity in these days , and Wash
ington-made law cannot be expected to
successfully compote with natural law ,
when in opposition to it.
It is becoming more and more appar
ent that there is no obligation more
binding between nations than that
of keeping open the highways
of the world's commerce. Certainly
no influence can so effectively arouse
the spirit of local jealousy and call into
existence narrow-minded , national pre
judices as the policy which we have
been following , of exclusion at homo
coupled with exploitation abroad.
The producing capacity of the coun
try , enormous as it is at present , must
continue to expand ; and , as this process
goes on , foreign resentment and domes
tic discontent will be directed with con
tinually increasing force against the
obstructions which the existing tariff
offers to inter-state and international
trade. OALVIN TOMKINS.

MONOPOLY AND HIGH PRICES.
The intelligent opinion of disinterested
men in all parties is rapidly realizing
that the country has fairly outgrown
"protection\ the vast excess of
American manufactures , beyond the
needs of the home markets , must find
foreign outlets , and that liberal , recipro
cal , trade relations with other coun
tries , free trade if you please , is
necessary to secure them. Unfortunately
the great tariff-made trusts and some
of the raw material barons who rely
upon "protection" to keep up the prices
of lumber , coal , ores , wool , sugar , salt ,
lead , etc. , artificially higher than the
world's prices , will bitterly fight against
any relief of this system of monopoly
and high prices. In turning the light
upon it , in showing up its injurious
effects , the Free Trade league is doing
good service. *
