"Woodrow Wilson opens the first of an
important series of papers by famous
hands , with the History of the Recon
struction of the Southern States ,
enumerating the strange and new ques
tions that arose , and for which no
answers had been provided in the consti
tution ; and showing that in the en I ,
while the spirit of union in the constitu
tion prevailed , the whole settlement of
the affair was extra-constitutional , and
the "consent of the governed" was no
more thought of than it had been during
the preceding years of war.
Elizabeth Bisland discusses The Time
Spirit of the Twentieth Century , the
changes that the nineteenth century has
wrought , and the programme and ideals
with which the new century will begin.
B. Van Bergen sketches the history of
the Empress Dowager of China , her
phenomenal rise to power , her present
grasp of the situation , and the things
necessary for the future of China.
Charles A. Conant discusses The
Growth of Public Expenditures , showing
that if more is spout nowadays than
formerly , more is demanded , and a
higher gracta of public service is required
in every direction.
Mrs. Sara M. Handy discusses The
Last Days of the Confederacy as they
were seen and lived through by a woman
who was int the midst of the final
struggle.
W. L. Scnife gives a powerful de
scription of Pittsbnrg , its attractions , its
opportunities , its demerits.
R. B. Johnson gives an admirable
summary of the year's results in his
Letter from England. He touches on
the Boer war and its consequences , the
deaths of the year. The great produc
tions , literary and scientific , are treated
fully.

Article VII to road , "The officers by whom
the affairs of this corporation are to bo con
ducted shall bo a president , vice-president
secretary and treasurer , manacrer. and a board
of directors , " the remainder of the article re
maining unchanged.

amendments , have been duly filed in the offices
of the secretary of state of Nebraska and the
county clerk of Otoe county , Nebraska , on tht
17th day of January , 1001.
