Conservative. , , , . , , A splendidly sue- ASHAMED.L. . . . . cessful citizen of Philadelphia with a big brain and a good heart , nothwithstauding his rigid and somewhat zealous adherence to the re publican party , thus writes of the Quay methods , morals and statesmanship pre vailing iu Pennsylvania. "Our legislature failed to return Mr. Quay to the senate , but our new gover nor named him promptly for the place , and it is to be feared that he will succeed in having himself seated. I feel ashamed ot my state for allowing itself to be the oubmissive tool of its profes sional politicians , whoso wiles and ener gies are bent to the accumulation of 'spoils. ' The present state administra tion is probably the most corrupt we have ever had , and our new city gov ernment is no better. It looks as if wo should presently be compelled to turn in and elect a democratic regime , in order to escape the evils which the 'bosses' of our own party have entailed upon us. A revolution of that kind is the natural outgrowth of the conditions now involving us , and come it will as sure as the earth turns on its axis. The fundamental principles ad vocated are monarchial in tendency. In your arguments in opposition to imper ialism or expansion you prove that a popular government and the government of the United States in particular is a failure in all its functions. While your head-lines flourish the of - principles gov ernment by the consent of the governed you prove such a government a failure.
