How Cities Make Good Citizen.
Our great cities receive annually
vast accretions to their population
from every country on earth. Most
of these aliens com to us Ignorant of
our language, oar customs and our

subjected In tho lands of their origin
to unjust governmental restraint; al
most all of them have been used to a
more or less oppressive governmental
Interference In every relation of life.
If they are to become useful cltlsens
of the Jnlted States, if they are to be
absorbed Into our nationality and
made Americana, government must
care for them, for they are unable to
care for themselves. The city them
must teach them, or at least their ohll
drem, to read and' write and think la
English; must make them observe
habits of health and cleanliness; must
protect them froea disease, and care
for them whom they are ill; must give
them parks and playgrounds, baths
