swopsis OP THE PROCEEDINGS OP 1 THE BOARD OP SUPERVISORS. I Columbus, Nebraska, January 11, 1910. The board of supervisors of Platte county, Nebraska, met in regular'ses sion at 2 o'clock p. m.. and were called to order by County Clerk Graf. Moved by Supervisor Goetz that Su pervisor Schwarz act as temporary chairman. Motion carried. Moved by Supervisor Goetz that the chair appoint a committee, of three on credentials. Motion carried and the chair appointed Supervisors Goetz. Clotlier and Peterson. After a brief Intermission report was submitted as follows: We. your committee on credentials, would report that upon investigation we find that J. F. Schure. of Burrows township; Adam Smith, of Columbus township, and Daniel Wilson, of Mon roe township, have, been duly elected as supervisors; that they have qualified as" such and have filed their bonds as ' provided by law and we find that for the ensuing year the board of super iors will consist of the following inouibers: Tor district No. 1. "Moved by Supervisor Goetz that the temporary organization be made per--Vmaiient and Supervisor Schwarz de clared the elected chairman of the .board. Motion carried unanimously. Chairman Schwarz now thanked the members of the board for the honor conferred and expressed himself that he will endeavor to fulfill the duties of chairman to the best of his ability. .Moved by Supervisor Goetz that in conformity with an established customgl for the purpose of giving the new chairman an opportunity to select the .several standing committees for the AiisuiMg year, the board of supervisors now adjourn until 9 o'clock a. m. to morrow. Moved by Supervisor Goetz that the " chain appoint a. committee of three to submit to this board an estimate of the jirobable expenses of the county for the ensuing year. Motion carried and Supervisors Goetz. Schure and Smith were appointed as such cpmmittee. Moved by Supervisor Schure 'that the cliair appoint a committee of three to submit to this board recommendations .relative to the county printing. Brunken and oth ers, for the locution of a public road, -10. feet in width, commencing al the southwest corner of section 31. town 19... range 1 east, and running thence due ' east on the township line one mile, was presented and read and. on motion, referred to the committee on . roads -and bridges. ;The application of the Cornlea State Bank, of Cornlea, " Nebraska, accom " pan led by a bond In the sum of 3. 000.00. and the application of the Bank of MonrOe. of Monroe. Motion car- ricd. Archltect uuntn, or umana, now p- peared before the board of supervisors and presented plans and specifications for the building of an addition to the court house. After a lengthy discussion it was moved by Supervisor Schure that the board of .supervisors take the matter under advisement and report in this session. Motion carried. On motion of Supervisor Clother the board of supervisors now adjourned, reconvening at 2 o'clock p. m.. with all members present. The bids on file with the clerk for the performance of the duties of county physician were now opened and read. Moved by Supervisor Smith that the bid of Dr. W. S. Evans, which reads: "I will attend all county cases at the Jail. St. Mary's Hospital and the County Farm, furnishing drugs, medi cines and surgical dressings as needed, and make such visits of investigation as may be needed m connection with quarantine or otherwise as needed In the county, for the sum of $300.00 and actual cost of livery when making out side visits on county work." be ac cepted and the county attorney di rected to prepare the necessary con tract and bond. Motion carried. The bids on file with the clerk for the janitor work at the court house were now opened and read. Moved by Supervisor Goetz that the bid of T. S. Jaworski for 1400.00 for the ensuing year, being the best and reliable bid, be accepted by the board. Motion carried. The following resolution was offered by Supervisor Goetz": Whereas. A movement has been started by this board to submit to the taxpayers of Platte county the ques tion of either building an addition to the old court house or to build a new court house for the county; therefore, be It Resolved. That the question of pro viding for a new court house for the county of Platte be made the special order of buBiness for the second day of the next session of the board of super visors at 2 o'clock p. m.'of said day. On motion of Supervisor Smith the resolution was adopted. All bills on file with the clerk were referred to appropriate committees. Moved by Supervisor Clother that the board of supervisors now adjourn for committee work until 9 o'clock a. in. tomorrow. Motion carried. Columbus, Nebraska, January 13. 1910. The board of supervisors, pursuant to adjournment, met at 9 o'clock a. m. Hon. Louis Schwarz. chairman, and John Graf, clerk. Roll called and following members present: Supervisors Clother. Goetz. To the Board of Supervisors: Gentlemen: We, your committee ap pointed to submit recommendations to the board relative to the county print ing for the ensuing year, beg leave to report that we have given the subject due consideration and hereby recom mend that the following papers be de clared the official papers of the county for the ensuing year, to-wit : 'Colum bus Telegram, Humphrey Democrat. Platte Center Signal and the Nebraska Biene. a German paper, and that each of said papers be allowed one-fourth of the legal rate for printing, subject of the disposal of the county board: and we further recommend that a synopsis of the proceedings of the board of supervisors be published within twenty days after the board has adjourned, otherwise no pay will be furnished by the county. The following was presented: To the Board of Supervisors: Gentlemen: We. your committee on supplies and public property to whom were referred the several bids for the furnishing of books, blanks and sta tionary, for the county for the year 1910. would respectfully report and recommend that all bids be rejected and the purchasing agent be instructed to buy the same In the open market. Moved by Supervisor Schure that Chairman Schwarz be appointed pur chasing agent fer the county for the ensuing year at a salary of $25.00 per year. Motion carried. Moved by Supervisor Clother that the committee on roads and bridges be di rected to submit to this board plans and specifications according to which all county bridges to be built the ensu ing year shall be constructed. Motion carried. The application of Edgar Webb and Amanda Webb Xor overseer and matron of the county farm for the ensuing year, agreeing to perform all work connected, therewith for the sum of $56.00 per month,, was reported back by the committee on judiciary as follows: We.ypur committee, recommend that the offer be accepted and the applica tion granted and that the applicants be requested to give good and sufficient bond to be agree'd upon by the board. J. GOETZ. Moved by Supervisor Schure that the report be adopted and the bond fixed at $2,000.00. Motion 'carried. The- application of the Bank of Mon roe, of Monroe. Nebraska, and the ap- plication of the Cornlea State Bank, of Cornlea. Nebraska, to be named as de positories of county funds, with their inds attached, were each reported back as follows: We. your committee on judiciary, would report that upon careful Investigation we find that the within application and bond are in con formity with law, and also the bond Is sufficient as to surety; therefore, rec ommend the application be granted and the bond approved by the board. County Clerk Graf now stated that In accordance with the directions of the board, at their last session, he adver tised for sealed proposals for the deep ening and widening of the "Carrlg and Jewell Ditch." bids to be filed up to 2 o'clock p.m.. Thursday. January 13. 1910. also that he notified land owners benefited thereby to be present by the opening of the bids, and that he has received no bids for said Improvement. The following land owners benefited thereby were present: James P. Foley, Henry Hobbenslefken. Adolph Llebig. C. C. Carrig. Pat Gleason and William Bucher. Absent Joseph Llsblg. Charles H. Dack. Thomas L. Foley. Henry Gehr Ing. jr.. and J. M. Siebler. Engineer Gottschalk now stated that contractors would not bid on the deep ening and widening of the "Carrlg and Jewell Ditch" for the reason that the job is too small and that it could not be contracted for less than twenty-five cents per cubic yard. A lengthy discussion was now had between the land owners and they came to the conclusion to have the ditch resurveyed. The remonstrance of Peter Schmltt and twenty-seven other land owners along Shell Creek against the widen ing and deepening of the Carrlg and Jewell ditch, was presented and read and. on motion, ordered placed on file. On motion of Supervisor Smith the board of supervisors now adjourned un til 9 o'clock a. m. tomorrow. Columbus. Nebraska. January 14. 1910. The board of supervisors, pursuant to adjournment, met at 9 o'clock a. m. Hon. Louis Schwarz. chairman, and John Graf, clerk. Roll called and following members present: Supervisors Clother. Goetz. The following was presented: To the Board of Supervisors: Gentlemen: We. your committee on roads and bridges to whom was re ferred the matter of submitting plans and specifications for the building of bridges in Platte county. Nebraska, for the coming year, respectfully report: Your committee recommend the adoption of plans and specifications now on file In the offlce of the county clerk, copies of which are hereto at tached and made part hereof, for the building and fully completing of all county bridges for the ensuing year, and we hereby recommend that the county clerk be directed to advertise for bids on said plans and specifica tions, bids to be per lineal foot. We further recommend that all bid ders be requested to specify the time for the completion of said bridges, this applies to all bridges ordered within one year from date of said contract, and we also recommend that all the old bridge material be taken out and placed upon the bank. We further recommend that the suc cessful bidder be required to give a good and sufficient bond In the sum of $3.000.0t for the faithful performance or the conditions of his contract for the erecting, building, constructing and completing of all the bridges that may be ordered by said county. We also recommend that the county board reserve the right to reject any or all bids, and that all bids be filed with the county clerk on or before noon, March 15. 1910. Respectfully submitted. The following petition was pre sented: To the Board of Supervisors of Platte County. Nebraska: The undersigned, owners of land ly ine in section SO. township 18 north. range 1 west of the 6th p. m.. in Platte county. Nebraska, respectfully repre sents to your honorable board that portion of his said land, together with a larger number of acres of land to the north, east, south and west thereof, would be arreatly benefited by the open ing, altering, extending, widening and deepening of the Carrig and Jewell ditch hereinafter described; that the lands of your petitioner and other lands in said neighborhood are low, wet. sour, and grown up with swamp grass and hence of little value. Said low and wet lands are also Injurious to the health, convenience and welfare of the public. Your petitioner there fore renresents that a drain commenc ing at the center of the west line of section 25. township 18 north, range 2 west of the h p. m.. in said county and state, and running thence due east of the half section line about two and one-half miles through the centers of said section 25. township 18 north, range 2 west of the 6th p. m..
