I beg loavo to submit tho following ro
port of tho Norfolk flro dopartmont nud
other matters in connection therewith
FIRST
Tho waterworks system consists of
one duplex compound Kuowles pump
with a capacity of 800000 gallons overv
34 hours also ouo duplex Kuowlos
punrp with a capacity of 100000 gallons
every 21 hours for water supply two
wells One is 2U0 feet deep with six
inch pipe nud tho other is 123 feet deep
tho six inch well with a capacity of 5D0
gallons per minuto and tho other with u
capacity of 1000000 gallons per day the
steam supply is furnished by two boilers
of 40 horso power each
Wo have about 8 milos of water main
and 83 hydraus
Our staudpipo is 1 10 feet high sit
uated ou a lill 100 foot above tho
city making a total height of 210
feet The staudpipo 1ms n diameter of
of 12 feet with a capacity of iliOOO gal
lons Wo have a staudpipo pressure of
75 to 90 pounds with direct pressure for
lire purpose of 150 pounds Wo also
have 23 gate valves

Tho membership of this department
consists iof five companies with a total
membership of 9 active members Wo
have one hook and ladder truck four
hose carts and 2000 feet of hose total
value of fire apparatus is 1400
The flro department responded to 11
fires during the fiscal year causing a loss
of 4780 of which 43S0 was covered by
insurance leaving a loss not covered by
insurance of 400
Tho total oxpenso to the city of tho
Norfohc fire department has been So
The department is in need of at least
25 caps and 1200 feet of hose and wo re
spectfully ask that an appropriation be
made to furnish tho above supplies
In concluding this my annual report
I wish to extend to the officers of this
department my sincere thanks for the
faithful manner in which they have
performed their duty pertaining to this
department during the year I also ex
press to the honorable mayor nud city
council my sincere thanks for tho many
kindnesses shown me and the fire de
partment while in the discharge of their
duties their willingness to aid us in
furnishing such needed improvements
ns tho organization of this department
has demanded from time to time has
been very satisfactory to mo and should
bo appreciated by all of tho citizens in
terested in the welfare of this depart
ment My thanks are extended to all
persons with whom I have associated in
tho performance of my official duties as
chief of tho Norfolk fire department

and police have examined tho report of
the chief of police and find same accept
able
As regards recommending purchase of
new fire hose we had the old hoso tested
and fino same in good condition with
exception of one length which was
bursted on one end We would how
ever xecommend a liberal lovy for this
year whioh together with next years
levy will enable us two years from now
to buy a complete new set In rogard
to new caps for members of tho fire de
partment wo find that they intend buy
ing new 6uits and caps with money out
of their own treasury consequently
there is no need of an appropriation for
this purpose
In connection herewith we would ex
tend our sincere thanks to the chief as
well as tho individual members of the
department for their prompt and faith
ful service to tho city during tho past
and are pleased to note their progress
which wo hope will bo ns material in

city hall for same

ported that they had graded most of
streets but were not yet through
The petition of O G Somers to build
au iron covered building 4 1 by 100 feet
on either lots 7 nnd 8 or 8 nnd 9 in
block 1 Bears addition was read

rout paid for the polico station now in

ples money especially in view of tho
faot that the city uow has ample room
iu its own building which cau bo used
for that purpose
I therefore recommend that tho police
stntion bo removed to tho city bulldlug
The chiof of polico advises mo that iu
tho ovont of tho removal of tho polico
hoadquartors to tho city building a tele
phono is not necessary at polico head
quarters
1 therefore submit this matter to you
for your dotormiimtiou
Your attontion is directed to tho fact
that tho sido walks of tho city gonornlly
Bpeaklng aro in a very bad condition
aud that measures should bo takuu at
onco to havo thorn placed iu suoh condi
tion that travel over thorn will bo rea
sonably safo which is not tho caso now
with sonio of them This should bo
douo from tho faot that tho question of
f roo mail dollvory mny dopond to a largo
extent upon the condition of tho side
walks and again tho liability of tho
city for damages in caso of an injury aro
vory muoh lessoned if tho sidowalks
generally aro lu good condition As
thoy uow aro au accident may hnppeu
at any timo whioh might cost tho city a
largo amount of money
Tho pumps at tho pumping station are
not in u satisfactory condition This
matter should havo immediate attention
as it seoms to mo that tho facilities for
tho uso of water Bhould at nil times bo of
tho best that can bo had and especially
is this so in rase of an emergency such
as fire Very respectfully

delivery stating that before freo dolivery
would bo established in Norfolk tho
sidowalks would havo to bo put in good
condition tho streets would havo to
havo signs properly put up tho houses
numbered aud tho city properly lighted
but tho principal objection of tho post
ofileo department was on tho sidowalks
Mr C G Somers appeared before tho
council and presented his plaus for his
proposed building and gave oral speci
fications
Tho city attorney gave tho opinion
that tho council could not grant a build
ing permit unless tho ordinance bo
strictly complied with
Tho petition of O G Somers was on
motion referred to tho committee on
firo and police
A motion was made to renew the
present contract with tho newspapers
except where tho contract reads tho
Norfolk Daily News aud Norfolk
Times Tribune the names of tho Nor
folk Journal aud Tho Anzeigor bo also
inserted and where the contract states
that each paper shall collect ono half it
bo made to read one fourth only aud if
either paper refuses to enter into tho
contract as amended then to take the
other three and divide into thirds and if
others refuso the contract then to bo
given to the ones that will make such
contract and compensation divided ac
cordingly Carried
Mr Whitham made request iu behalf
of Dennis ONeill that tho city grade
tho street west of his property so as to
carry off tho water which filled his
cellar since the county had graded their
part north
The chairman of committee on streets
and alleys stated that the grading would
be done as soon as they could get to that
street as it was thtir intention to grade
the street
Ordinance number 231 relating to
sidewalks in different parts of tho city
was read and a motion mado that the
ordinance pass its first reading

Moved that the rules be suspended
and tho ordinance bo placed on second
reading Carried
Moved that ordinance No 251 pass
the second reading Carried
Moved that rules be suspend d and
the ordinance bo placed on final pass

Moved that Ordinance No 251 do pass
the third reading and bo adopted

Tho following resolution was pre

Resolved That Section 5 of Ordinance
21 bo enforced ns it reads and that tho
water commissioner bo paid only the
sum of 25 per month until other ar
rangements aro mado in tho matter of
water commissioner and engineer at the
pumping station
Moved that tho resolution bo adopted
Councilman Beck raised tho point of
order that tho resolution was out of
order and could not be voted on
Tho mayor sustained tho point of
order and held that it was not necessaiy
to pass a resolution to enforce a law
Tho council thereupon went into
executive session
The mayor appointed Geo Davenport
as water commissioner Tho vote for
confirmation resulting as follows For
