The municipal political situation is beginning to liven up In Norfolk , but the forces are not entirely In line nnd the outcome Is still a matter of con siderable doubt as to who will consti tute the next administration. However - over the preliminaries to the contest are being arranged nnd the real battle will bo on in a very short tlmo. The now arrangement of the wards will give added Interest to the election nnd there will be some speculation over the outcome. They were not permitted to land nt Now York nor nt the Ital ian port nnd unless there Is some place willing to receive them , the possibility Is that they will remain on shipboard the balance of their lives , unless the captain and his crew can manage to dlsposo of them In some other manner. Commissioner Onrfleld has under taken the job of finding out some thing regarding the oil trust situa tion , if ho does not succeed In uncov ering some worse facts than ho seems to * have found In the bcof trust In quiry , thoHo who have Insisted that the oil trust Is rotten to the core and capable of any kind of baseness , will bo genuinely disappointed. Senator Nelson of Cumlng county has come Into prominence because ho fulled to Introduce a single hill during the legislative session. In n tlino when others are counting the number of bills they have crowded Into the legislative hopper It requires action , or rather lack of action llko that of Senator Nelson , to bring thorn Into prominence. Doubtless the state would bo much better off If there wore moro members of the legislature llko Nelson. If silence IB golden , a refusal to Introduce bills must be of a similar quality. The Associated Press is to bo con gratulated on the excellence of Its service from Washington during the Inauguration ceremonies and the newspapers holding membership are entitled to the congratulations of readers who llko their news hot off the wires. The News published all the important details Saturday night and Its competitors got In with It Sun day morning. At the same tlmo The News gave Its renders Important war news and Is always In the field with the Important happenings o& the day before the morning papers. A catalogue house Is about to con struct a model city near Chicago and make an ample fortune from rents , Tlio people who hnvo been dealing with this house have furnished the money for the building of _ this model city , while the town where they live may lack considerable of being n mod el but would have been advanced con siderably along approved lines If the money sent away had been spent nt home. The building of a model city In Illinois \ \ - \ \ \ never help the Nebras ka patrons of this house as would the building up of their homo town , still a number of the people who do their trading with the Chicago firm are RO constituted that they would refuse emphatically .to make contributions that would help their locality. There may bo a hope thrtt after the govern ment has found a means for suppress ing the other trusts a method may be found for preventing the building up of eastern cities on contributions made from the west in a retail way. The Lincoln Star says : "If land prices don't run up over $100 an acre and Immigrants fall to rush by thou sands into northeastern Nebraska it won't bo the fault of the Norfolk News. " The News Is trying to do Its full share toward Interesting the people ple who have been paying big rents on worn out land In the east to move this way and take homes fo'r them selves In as fertile a section as there Is In all out doors and It will bo a pleasing climax to Its program when thousands of new settlers move this way and help to develop the wonder ful resources of northeast Nebraska. When the Influx of settlers becomes great enough to reduce the size of 'arms ' from sections and half sections and yet give all a splendid opportu nity to build for health , wealth and happiness , It will mean that north east Nebraska will be supporting about twice as largo a population as t now does nnd the Importance of the towns In the district will be Increased In proportion. They have boon com ing , too , nnd will keep coming. Lincoln asylum officials hnvo dis closed the fact that one of the Inmates of the hospital , formerly a Madison county woman , 1ms found quite n source of revenue from advertising In a matrimonial paper. The woman is laboring under the hallucination that she is very wealthy nnd that Included in her estate nro eighteen sections of land near Lincoln which will become a portion of the dowry to her Intend ed husband. The dupes who answer the advertisement enclose valuable rings and sums of money to bind the bargain they desire to make. The Lincoln asylum ofllclals claim that they are unable to place a stay on the proceedings and It Is undoubtedly beyond the power of the postal author ities to punish for n fraudulent use of the malls when the advertiser is already confined in n stnto nsylum , and the woman will probably continue to receive donations as long as there are fools In the list of subscribers to the matrimonial paper. The extent of the deslro to get something for noth ing on the part of the American pub lic is alone responsible for the situa tion. Perhaps President Roosevelt more , ly gave out that statement of Commis sioner Garllold's concerning the beef trust to keep the animal quiet while ho Is aiming with his ax for the thin spot In Its head. Russia may think that hi tlmo It will have slain nil the lighting men that Japan possesses , but there IB an evident theory at present that where one has been killed two spring up to take his placo. Nlcdringlmus Is reported to bo out of It in Missouri , but n number of his supporters persistently cling to his nnmo though they may bo looking nnd hoping for a magnet sulllcleutly pow erful enough to draw them away. If tho'president Is In the mood to let the hoof trust go lu accordance with Commissioner Gnrlleld's bill of particulars , now would bo a good time for all other trusts to submit their Internal workings to the admlnistra' ' tion for a verdict. The oil trust has acquired consider able bravery since the report of Con * missioner Garlleld on the beef trust was made publip. , Mr. Rockefeller says ho would have no objections whatever to submitting the books of bis company to the commissioner. The chief of police of East St. Louis has placed a premium on the scalps of cracksmen by offering a reward of ? 100 each for those killed while op erating in the stores by the proprie tors. It is hoped that with this In ducement there will be more business men to take the matter of protecting their property In their own hands. The mayor has given his sanction to the plan. After all the fuss that they Jiave made about It the contending forces In the far east are only a matter of about fifty miles north of the previous battle field of Llao Yang. If the Japs nro to drive the Russians out of Man churia during the next dozen years they will need to move faster than they have been going , and If the Rus sians are still engaged In their plan of enticing the Japs into the interior and away from their base of supplies they are making mighty slow pro gress. The paper trust has now begged off and insists that it is doing business entirely within the meaning of the federal laws meant to keep the field for competition open in the United States. It has a most cherubic smile according to its own storfes and if there are horns concealed by its ap pearance It Is for the government to prove. In the general scrimmage with the trusts It is to be expected that this or some other of the great corpo rations will show the horns and clov en hoofs that are alleged to exist and the newspaper makers are almost hopeful that this will bo the particular corporation. That Garfleld report on the beef trust Is too altogether tame for the Kansas trust smashers and they have adopted a resolution praying the presi dent to reject the report nnd appoint a capable , energetic man to Inquire Into the matter nnd learn the sources of the colossal fortunes of the beef magnates and their operations in rob bing producers nnd consumers. With the supreme court already on record , and the grand jury nt Chicago to un dertake an Investigation , It Is not probable that the president will permit the matter to rest with the report of Commissioner Garfleld. If there Is anything about the trust not conform ing to legitimate business lines the executive will undoubtedly uncover It nnd act accordingly. "The police officer's gun and billet have fallen into Innocuous desuetude In Norfolk and vicinity , " said Officer Carl Pilger today , regarding local con ditions. "Last night there was ab solutely nothing doing and It was the' first tlmo in weeks and weeks that the city jail has had not a single prisoner , man or woman , to hold until the con vening of police court in the morning. "Just what the reason for all of this inactivity , w'e don't know. Wo do know , though , tbat we are not receiv ing any letters from other points to arrest criminals , the papers have nb stories of robberies or other crimes locally and the fact Is the're is nothing to it. " Police Judge Hayes confirmed the report. He came down town this morning in a fur overcoat , on account of the raw March wind , but when he arrived he found nothing more import ant to take up his attention than a visit from the constable. That * was all. There wasn't even a rumdum hobo in jail over night. Not a woman had been arrested on a charge of dis orderly conduct and not a plain drunk created any disturbance on the streets.
