Mr Alter When the question of the

The council meeting had adjourned

The old clerk and treasurer objected
to the delivery of the records on the
grounds that the decision of the court

Want Fort Niobrara
Opened to Settlement
The people of Valentine and
surrounding country , particularly
all citizens of Cherry county , are
undertaking to try and have the
Fort Niobrara military reserva
tion opened to settlement. There
are 60,000 acres of land , which
have lain idle five years , serving
no purpose and adding that much
to the unproductive , untax paying
reaf estate of the county. It is
the hope of those taking an inter
est in the matter that a bill will
be introduced which will open allen
on the north side of the Niobrara
river to homestead entry of 160
acres under the old law and all on
the south side to Kinkaid 640-
acre homesteads.
A petition in triplicate will be
found in Chapman's drug store ,
where persons from throughout
the county visiting Valentine are
requested to call and sign. There
appears to be no objection to this
movement but it is hard to get
signers by reason of persons for
getting or neglecting this matter.
Therefore , all persons are request
ed to call at Chapman's drug store
and sign each copy of the petition.

Condemned Man Hands Over
Knife and iron ,
Declares He Had Been Denied Priv
ileges in Prison Accorded to Others ,
but Says He Bears No Malice Now
Toward Anyone.
Lincoln , May 17. Thomas Johnson ,
the Omaha negro murderer , created a
Btir at the state penitentiary when he
voluntarily turned over to Warden
Delahunty a two foot piece of gaspipe
and a sharp knite which he had se
creted in his cell some time ago. With
the knife Johnson told the warden , as
le handed them over , he could have
taken his own life or with the Iron
pipe , he informed him , he could have
slain the unarmed guard who stood
watch over his cell.
Johnson pulled the knife blade out
of a crevice near the door sill of his
cell and reached under his cot to get
the gaspipe. The pipe was filled
with wood , apparently to make it more
solid. Johnson turned the implements
over to the warden and remarked that
he no longer had any malice toward
any one. He- turned his discharge
from the Spanish-American war over
to Major Moore and gave directions
in regard to writing to his sister in
Chicago , where his seven-year-old son
Jr living. The condemned man does
not want his old father to learn of his
fate. He said he did not care what
is done with his body after the spirit
has left it , but if he had money he
would have the body shipped back to
his birthplace In Georgia for burial.
Johnson's Complaint.
Johnson complains bitterly of the
treatment he received under the ad
ministration of Warden Smith and
Deputy Welton. From remarks made
Uy him In the presence of several colored -
ored men and women in his cell , he
had become desperate and may have
had in mind the murder of some of
his attendants or officers -of the peni
tentiary. His principal complaint
i alnst tb.e former administration , is
that attendants would take other pris
oners out for exercise in the opeir air

ASKS POPULAR
BIDS FOR BONDS
Secretary MaeVeagh invites
i
People to Invest.
SMALL BIDDERS PREFERRED.
Issue for Canal Expenses Expected to
Be Largely Oversubscribed at Once.
Not Available to National Banks as
Circulation Basis.
Washington , May 17. Secretary
MacVeagh invited popular subscrip
tions to a ? 50OJQ,000 issue of govern
ment bonds , to reimburse the treasury
general fund lor expenditure 011 ac
count of the Panama canal.
Treasury officials expect the loan
will be largely overscribed and" in uis-
tributing the new securities the gov-
/ernruent's announced intention is to
give preference to smaller bidders.
The new securities will bear 3 per
cent interest , payaole quarterly , will
be free from all national , state and
municipal taxation and will be in de
nominations of $100 , $500 and $1,000.
They will be dated June 1 , 1911 , and
will be payable in fifty years.
By provision of law the bonds vill
not be available to national banks as
the basis of circulation. Inasmuch as
this is the first time the United States
has ever issued bonds with such a re
striction , much interest is attached ,
to the price they will bring.
According to law they cannot be
sold at less than par. The premium
which they can command will reflect
the national credit of the United
States as compared with that of the
nations of Europe.
Inasmuch ac the postal savings
bank law fixes the par value of a pos
tal bank : bond bearing 2 % per cent in
terest at $100 , it is agreed that the 3
per cent Panama canal bonds must
bring more than par. "How much
more is conjecture. The estimates
range from slightly above psr to 103.
Chocks and * postal prii6rs will be
accepted for the . .new bonds some
thing which never lias been done be
fore. Although the Issue Is designed
for private bankers , national banks
which bid for the bond ? will be al
lowed to deposit them as security for
government deposits.
