History of Red Cross Seal.
"Charity stamps , " first used In
Boston in 1862 for the soldiers' relief
funds during the Civil war , were the
original forerunners of the Red Cross
Christmas seal , which will be used
this year to bring happiness and cheer
to millions. The' Delaware Anti-Tu-
berculosis society in 1907 for the first
time in America made use of a stamp
for the purpose of getting revenue to
fight consumption. In a hastily or-
ganized campaign of only three weeks
they realized $3,000. The next year ,
1908 , the American Red Cross con-
ducted the first national tuberculosis
stamp campaign. From this sale $135-
000 was realized for the anti-tubercu
losis movement. In 1909 , undar many I
adverse conditions , $250,000 was rea-
Uzed from these stamps. Thig year
the slogan of the tuberculosis fighters
and the Red Cross is "A Million for
Turberculosls From Red Cross Seals
In 1910. "

For Porfect Attendance.
State Superintendent Bishop has
just Issued a certificate of perfect at-
tendance to Catherine Mohr of Boone
county , school district No. 60. The
certificate Is awarded to her for hav-
ing been neither absent nor.tardy . for
five consecutive school years. Under
a system adopted a number of years
ago small certificates are : issued by
the teachers in the grades to the
pupils Who are neither absent nor
tardy during a school month. When
the pupil accumulates a given num
ber of these , the county superinten
dent issues a larger certificate for per
fect attendance , and if the pupil ac
cumulates certificates to show that
he has been neither absent nor tardy
for a period of five years the larger
certificate is issued directly from the
office of the stato superintendent
Only a very limited numoer of theso
ire issued eac'h ' year.

Need Not File Petitions.
Candidates for the legislature who
desire to get positions on the ticket
by petition need not file petitions
with the secretary of state. This is
the ruling made by Secretary of State
.Tunkin. He says the law plainly pro
vides that where a candidate for
either branch of the legislature de
sires to go on a ballot by petition he
shall file his petition with the county
clerk. If the district in which he de
sires to be A candidate comprises
more than one county , the candidate
shall file by petition with each county
clerk in the district. Mr. Junkin fur.
ther states that the law places no
limit on the time of the filing by peti
tion and that such candidates can file
any time before the county clerks
have placed the printing of the ballot
in the hands of the printer. As long
as the county clerk will receive fil
ings by petition , such filings are legal.
No political party name can be used
Judge Dean Withdraws.
. The democratic committee of the
Sixth congressional district , having
received the declination of J. R. Dean
to run for congress on the democratic
ticket , has notified the secretary of
state that the committee held a meet-
ing and nominated W. J. Taylor of
Omaha to fill the vacancy. The com
mittee's nomination is certified to by
Chairman R. G. Moore and Secretary
H. J. Shinn. On the face of the re
turns , Judge Dean received the demo
cratic nomination by a majority of
five votes over Taylor but Taylor : re
ceived the populist nomination. Tay
lor asked for a recount and later the
compromise was effected whereby
Judge Dean withdrew.

Organized Farmers' Congress.
Forty-one Nebraskans who were del
egates to the Farmers' National con
gress met at the Commercial club and
organized the Nebraska Farmers' con
gress. This congress will deal with
questions affecting farming interests
within the state just as the national
organization handles these questions
in a national way. Stock breeders , hog
raisers , plain farmers , horticulturists
and others were represented. The
charter member list also snows a wide
scatering of delegates , almost every
part : of the state being represented.
Will Not Interfere.
For the murder of his sister-in-law ,
Bert M. Taylor of Minden is to be
hanged at the penitentiary on the af.
ternoon of October 28. The supreme
court overruled Taylor's : motion for a
rehearing. This finally disposes of the
case in court and nothing except the
intervention or the governor or a near-
ing to determine insanity , granted by
a judge of the district in wnich the
conviction took : place , can save Taylor
from the gallows. It is said by attor ,
neys that neither relief . will be grant
ed if asked for.
The state board of purchase and
supplies has been notified of an in
crease ill the price of coffee. The
board has been somewhat wedded to
coffee that costs 15 cents a pound.
The board has been buying 15-cent
coffee for use in state institutions ,
the officers of such institutions being
excepted from the use of such grade ,
but now it has been informed that at
least 4 cents a pound more will be
asked for this coffee by jobbers.
Though Attorney General Thomp-
son has been sworn in as solicitor of
the treasury department at Washing-
ton , he has not yet severed his con-
nection with the legal department of
the state. When he left Mr. Thomp-
son expected to return to Lincoln
some time in October and wind up
some cases in which the state is a
party. He probably will not resign
until after election.
I The report Warden Smith for the
caontii rf : September at the peniten-
tiary shows a lower population \ than
for several months. The number Is
now down to 425. One man escaped
during the month. The receipts for .
the month were $1,761.91.
No tobacco advertisements are to
be carried in the Daily Nebraskan ,
the daily paper of the university stu/
dents. At a recent meeting of the' '
board of publication , the business'
manager was ordered to refuse future : ! 1
copy of this nature.

Knew What Awaited Forgetful
Husband.
The business man was sitting In his
office , . thinking of starting for home ,
when a suspicious looking person
came In with a leather bag in his
hand.
"If you dona : give me $25 , " said the
visitor , coming at once to the point , '
'I will drop this on the floor. '
The , business man was cooL "What . '
la In it ? " he asked.
"Dynamite , " was the brief : reply.
"What will It do if you drop It ? "
"Blow you up. "
"Drop It ! " was the instant com-
mand. "My wife told me when I left
home this morning to be sure and
end up a bag of flour , and I forgot
It. I guess it will take Just about as
much dynamite as you have there to
prepare me for the blowing up I'll get
when she sees me ! "
He threw himself back in his chair
and waited for the explosion , but it
did not come.
"I'm a married man myself , " ' " said
the dynamiter , and quietly slipped out.

Farmer Hodge was of the good , old-
fashioned school , and he , always gave
a feast to his hands at harvest time.
It , was harvest time and the feast
was about to commence.
Giles was the oldest hand and the
hostess , with beaming cordiality , mo
tioned him to the seat by her right
hand. But Giles remained silently un
responsive.
"Come , " said the hostess , "don't be
bashful , Mr. Giles"-he was just Giles
on ordinary occasions - "you've a
right to the place of honor , you know. '
Giles deliberated a moment , then
spoke. _
"Thank you kindly , Mrs. Hodge , "
he said , "but if It's all the same to
you , I'd rather sit opposite this pud-
den. "

Twenty-five million Red Cross
Christmas Seals have been printed
and are being distributed by the Amer-
ican Red Cross , and arrangements
have been made to print 100,000,000
if necessary. It is expected that this
number will be needed. While the
sticker is perforated like those used
last year , it is intended for use only
as a seal on the back of letters. The
seal is one Inch square with the con-
ventional Red Cross In the center
and the words , "Merry Christmas.
Happy New Year. American Red
Cross" in a circle about it. The col
ors are red and green. The design is
by Mrs. Guion Thompson of Water-
bury , Conn. , who received $100 as a
prize for her sketch.
