WATERWORKS
I CONTRACT LET
The village board entered
into a contract last week with
the Catz Craig Company ,
contractors , to build , a dam
3t ) feet high on the Miniiechaduza
near Frederick's ) Jfeak and estab-
lish the Valentine municipal elec-
tric light plant and water pimping
system , to' construct a steel tank
of 100,000 gallons capacity on the
hill , north of town , put down two
wells just below the old spring ,
lay an eight inch pipe to tank and
six inch pipe from tank to town.
The contract price is 41000. .
"Glad we-didn't vote any more
bonds than we did , " remarked one
of our business men the other day ;
"they'd have spent it all. "
The people generally will be
much better pleased with the pres-
ent contract ' if the.details are cor
rectly arranged so , that } ! we get the
value . l . of ' a big share of the money
spent L. , in a substantial dam . and
light system ; ; ? : .When the citizens
can again , get , at their rights they
can roll the . steel tank4 down the
hill ( if it is placed ' near , enough
to the verge ) and 'dig out a reser
voir in the hill , wall ! it upand con-

actual value of a permanent char-
acter that will be serviceable for a

pay dearly for what we get.
Ben Franklin shelled out all his
pennies for a histle without con-
sideration of value. He had never
before had so much money to
spend and he had never before
been offered such a whi t-Ie. It
was education to Franklin. Let
us hope that ' "our whistle"'will
be a "none such. "
When the proposition came up
last year for voting bonds we
looked upon a blue print of a res-
ervoir which was kept on display
for several weeks and nearly ev-
ery citizen or voter in the city
gazed upon the picture wistfully ,
eagerly longing for the time to
come when they could go to the
polls and cast their votes for such
a reservoir and believed that plans
were already . under way for such
a reservoir.
Good wholesome pure water was
a vital point and like Ben Franklin
we went to the polls on election day
and gave all our votes for the prop-
osition to bond the city for all we
could legally bond for , with the
understanding from a statement .
issued then by the village board
that only such amount as would be
required would be issued and sold
and only as needed. and that as we
knew not what amount would be re
quired that it was safe to vote the
full amount . that we could bond.
It caught the people for they
were athirst for pure water out of
a reservoir built in the hill and
their interest ' seemed to center in
that proposition.
We voted for it solid then , but
if a vote could be had on the
proposition . NOW there wouldn't
be a third ot the votes in the city
for the present contract. The
people i have . been deceived. After
an all summer delay in which
nothing was done that we could
learn , exceping a few weeks ago
that W. K. Palmer & ; Co. , had
been promised - IOOO ( we had lots
of money , you kno'w ) to , present
plans for the work , and we ' never
heard of any advertising for bids
on this work. There was ' surely
none made public around Valen-
tine until THE DEMOCRAT sounded
an alarm , a few weeks ago of the
consideration or intention of the
village ! board to erect a steel
tower and tank in" town , after
which time , we had our attention
called to a proposal for bids upon
a sheet of paper and pinned to a .
calendar in the Donoher hotel.
That tfas-all we saw find we don't
believe many people raw ! that un
less their attention was directed
to it or that they happened into
the hotel. ,

bor would be parceled out to Valen-
tine people if we voted bonds and
that the money spent would go
From the public treasury into the
' pockets of the laborers and workmen "
I about town and by them spent
back with the business men for
theu t needs and wants . and that all
cities prospered with the' public
moneys judiciously expended among
the workmen for public labor find
public improvement in which our
town was built up and that the
people had the money for building
it up and that , . it was ours to enjoy
after building it.
WHY didn't the town board take I
: the people , into their confidence , ,
It wasthey who gave them . the
right to do this work.
' \V HY didn't they call a public
meeting if they thought they ' were
.unable to procure what was ex-
pected of them ?
We believe in the initiative and
referendum and the right of re-
call to stop public proceedure be-
fore it has trampled under foot
the right of the people they rep-
resent.
The contractor claimed in this
case. so it is said by the board ,
that they would require 1,800 }
more than the present contract
price to put in the reservoir in
place of the steel tank.
We don't know how much they
get for the steel tank . ( for we're not
on the inside ) but we'll venture that
any mason contractor in the coun-
try ; can build the reservoir far the
$1800 alone or less if the contract-
ors will cut ouf ! ; the steel tank ( from
their bid and let us substitute.
What mason contractor in Valen-
tine was consulted in regard to this
work or solicited to make a bid. or
even had "the plans laid before him
or his attention called to the con I
tract to be let ? Or who else around
Valentine had notice that there was
a contract to be let , for construct-
ing a dam or a reservoir , ?
We believe that never again
will the people of our city vote
bonds for any proposition what-
soever without a clear and } definite
proposition and understanding of
what the money will procure.
We hear dissatisfaction express-
ed by everyone who speaks of the
matter , all but they are a-thirst
and are glad for some change
from the present rotten old tank ,
though the steel tank on the hill
will be but little better and we'll
always be out of water while it is
being cleaned ( } ut . and no , chance
in case of shortage of spring or
well water to pump ) into ' a sepa-
rate tank , a supply of creek water
for sprinkling purposes or . a
reserve to quench a raging fire. -
