against that august body. 'Frank

decis m was made in favor of the I
Normal School law and then the !
judges heard on the side that Prof. i
Crabtree of the Peru Normal ) , had
praised the democrat , legislature
for passing the law. Presto , and
the decision went the other way.
That was like theopinion in the
impeachment trial.All findings
were guily | l but the judgement
was not guilty. Ila'-l the state
officials oeen democrats the word
"not" would have been placed be-
fore the word guilty. In the
opinion knocking out the normal
law , the judires say they have a
right to decide the case on a point
none of the attorneys thought
about. Had the point been favor-
able to the democrats , do you have
a suspicion that the republican
court would have snatched tlie
point by the hair and used it to
help the democrats ?
Judge . Reese could not swallow
the dose. 'He is a republican.
Judge Dean , the only democrat ,
rendered a dissenting opinion that
will be the guide in all such cases
in ten years from now. The peo-
ple will not always stand for party
decisions. The most hidebound
republican feels a sort of disgust
he can not express when some one
tells him "that law : was passed by
theidemocrats and the republican
court will put it to sleep. " The .
people want' their courts tobe
guided by the constitution , laws
. and common every day wa'y-of :
looking at things when questions
are "to be decided. : They do not I i
want any judge to study a olit.i- .

The Banking System.
OUT sta'te banking system may
l be 'all right and the management
may be good. There may ' . be
discriminations and favorites here
and there with the state banking
board but most of the several
banks soon fall into line and do
what is expected of them to main-
tain a little pull or at least to not
incur the enmity or discrimina-
tory power of the system. Some
of them even believe that it is i
necessary to publish their bank
statements where , the bell . wether's
statement'appears and last week
the Republican proudly referred '
to its bank statements of six of the
eight banks in the county. '
. The publishing of a statement
quarterly or whenever specially
called-for is a state law and has
beenin , force during the ten years
we have been publishing the VAL
ENTINE DEMOCRAT yet during that
whole time we have published two
or three statements of one bank
only , yet THE DEMOCRAT was
known to have the largest circu-
lation of any in the county but the
"bell wether" stuck to" the other
paper , not for publicity in
the spirit of the state banking law .
but partisanship.
And there you are. If the
other banks of the county are not
following a "bell wether" or if
they have any reasonable excuse
for bunching their business in one
place we are ready to give . their
answer publicity.
