NEBRASKA HOUSE HANDS
RAILROADS ANOTHER JOLT
Lincoln , Nebr. , March 30.
Another jolt was handed the rail
roads today by the house in the
passage of the Quackenbush maxi
mum freight rate bill on oil and
the Aldrich bill cutting all freight
rates in effect at the first of the
year 15 per cent. Another bill of
an important nature was one by
King , which is aimed at prevent
ing discrimination in price be
tween communities between which
and the distributing centers the
same freight rates are in effect.
The Quackenbush bill is the di
rect result of the visit of the com
mittee which was sent early in the
session to Topeka to confer with
similar committees from all the
western states relative to a re
duction in oil rates which will al
low the Kansas producers to com
pete with the Standard.
It will be remembered that two
years ago Nebraska was asked to
do a similar thing , but with the
jingle of John D's. greasy dollars
in her pockets the state refused to
jolt the oil magnate loose from his
monopoly in the state. Under the
old rates it was worse than useless
for Kansas shippers to try to get
their product into the state and
compete with the Standard. The
present rates however , will put the
independents on a par with the
octopus and give Nebraska a
chance to get from under the
Standard monopoly.
The Aldrich bill is of little use
save as a companion bill to the. law
empowering the the state railway
commission to make rates. It will
be in effect July 1. At that time
the railroads will either have to
be ready to accept its terms or be
able to convince the railway com
mission that it will lose money
through them.
The King bill is aimed at put
ting a stop to a practice which the
elevator combine has made since
there was a combine that of pay
ing one price at one station and al
together different prices at the
next station although rates to the
grain markets were the same.
Where there are no independents
the combine has been giving farm
ers just what it pleased for their
grain. Where there are inde
pendent or farmers companies the
trust has gone in with big bids in
an effort to raise the small dealers
out of the game.
The bill will prevent the same
sort of tactics in selling and is ef
fective with relation to all sorts of
commodities.
An effort was made by Cone ,
who brought out a batch of these
bills and had them advanced at'
once" to third reading , to have the
McKesson elevator bill also ad
vanced , but enough votes could
not be secured to shove the bill
ahead : This bill requires elevator
companies to file postal card re
ports daily with the labor com
missioner naming the price which
they give for grain. The special
purpose of .this is to prevent
through publicity discrimination
between nearby points in the
prices given for grain. As an
enemy of the bill inadvertently re
marked it will result in forcing
elevator companies to pay every
body in the state same prices.

SUMMARY OF SATURDAY'S
LEGISLATION.
i This was a field day in railroad
, legislation by the Nebraska senate
and house. The senate maximum
freight rate bill , reducing by 20
per cent rates on grain and grain
products , live stock , lumber , coal
and potatoes , was passed by the
house by a vote of 73 to 2 , and
goes to the governor. The bill
has the emergency clause. The
house passed the senate bill pro
hibiting commercial discrimination
between communities ; also the
house maximum oil rate bill and
the house maximum express rate
bill.

By a close vote the house passed
the bill reducing sleeping car
rates 33 1-3 per cent. It is still to
go before the senate , which last
week killed a similar bill.
The senate today passed the
house anti-lobby bill , after amend
ing it , and the house concurred in
the amendments. The bill was
indefinitely postponed early in the
session , but was resurrected at
the solicitation of Gov. Sheldon.
He will approve the amended
measure.
The house by unanimous vote
passed the senate bill to prohibit
breweries from owning saloons or
saloon licenses. Its object is to
force brewers and wholesalers out
of the retail liquor business.

yard , informs us that they have
received their second car load of
farm implements and expect an
