The maximum' fine possible was $20,000. George L. Thomas of New York was fined § 6,000 and sentenced to four months'in the penitentiary. L. B. Taggart of New York was fined § i,000 and sentenced to three months in the penitentiary. 1 The corporations , that is , the men who compose the corpora tions , were just as guilty as the little fellows who went to the peni tentiary. They are criminals of the very worst stamp , and yet , under the law made by a republi can congress , they keep out of jail and run political parties as usual. Judges and juries may do their duty faithfully , but republic - c a n politicians i n congress make it impossible to jail the big criminals. ROOSEVELTO BOMBASTO "I have gone over your bill very carefully , " said the. president to Mr. Wadsworth ; and then he pro ceeded to "declare that certain words were in the bill which were not there , and that certain provis ion was not in the bill which was there. Then he berated Wads- worth in true cowboy fashion ; charging him with bad faith and lack of integrity. But when "Wadsworth resented the insult and proved that the president was mistaken , there was a very awk ward apology and a shifting of ground , and hiding behind a scape goat , as usual in a Rooseveltian fiasco. "Now , " says the New York Evening Post , "this would be a sore discomfiture to a debater on the floor of the house , and when the president comes forward as practically such a debater , he cannot - not escape appearing discomfited also. But Roosevelt , the debater , rides off on the excuse of a sov- erign that the blunder was not his t but that of his advisers. It was Beveridge that misled him. It was Reynolds whose sociological eye failed to find in the bill what the president no'w confesses was there all the time. Yes , but the presi dent did not Jay that it was Bev * eridge and Reynolds who had carefully gone over the "Wadsworth bill and found it "very , very bad. " He used the " 1" and that makes it difficult afterwards to say "they. " The net result of the whole busi ness is that President Roosevelt has gone back to his friends , but has increased by three millions dollars the amount of patronage , available to help the trust candi- 1 dates for congress in Illinois , . Mis * souriand Nebraska next fall , has j strengthened the monopoly of the | larger packers and hurt the little j ones and the cattlemen very bad- ily. The disciple of ICang Hi is a wonderful character. * CAMPAIGN FUNDS The New York Tribune , respect able republican authority says : "The members of the republican campaign committee assert posi tively that this will not be a mon ey campaign. There will be no effort to get contributions from corporations , they declare. " That , however , hardly explains why President Roosevelt , Speaker Cannon and the other republican leaders objected to the passage by the House of Representatives of the Tillman bill which prohibited . contributions from corporations to political parties which was passed by the Senate. Chairman Cortel- you and the other republican pa triots who made the corporations "come down" in the last national campaign and who especially bled three life insurance companies of about § 150,000 and how much more from others has , so far , not been discovered , are still holding the republican bag with a good deal of this tainted money in it , which will , we are told , be disbursed in the coming campaign instead of being returned to the widow and orphan fund from which ] it was filched. Such a committee , of course , would make "no effort to get contributions from corpora tions , " but while the committee's morals have become impregnable , how about the corporations ? It would seem quite probable that the railroads , whose rates are to be regulated by the republican party , might insist on making their usual large contributions towards the success of g. o. p. The beef trust may think it advisable to be more liberal than usual , for are not the packing houses all to be inspected by a republican adminis tration. The national banks have always furnished their share of the boodle to keep the party of great moral ideas in power. Does this explain the mdifferanee of the president and the opposition of Speaker Cannon and the other re publican leaders of the Tillman bill ? The republican national and congressional committees must "fry the fat" out of somebody , or there would be virtually no repub lican campaign , and , of course , the president and speaker have been guided by the committee's counsel and they cannot shirk the respon sibility for the smothering of the measure.
