A PROBLEM TO SOLVE
The chances of war are shaping a
new destiny for the United States and
it has become a popular delusion to
point at England as an example of
the great and good results which fol
low a policy of territorial aggression
annexation or colonial extension
whichever term may suit the exigen
cies of the case
It must be remembered however
that while England has always been
ready to grab islands and establish
colonies she has never shown a dis
position to admit the people of her far
possessions into the parliament which
rules them With her the question of
repiesentation does not arise to check
the policy of raising her flag over the
savages of Mashonaland or the canni
bals of the South Sea Islands
Under our constitution the question
of annexation without representation
will be a serious one
The difference between colopial ex
tension which does not contemplate
representation and territorial annexa
tion which means a voice ior a
ogeneous community in the Councils
of the United States is exactly the
line of divergence between the En
glish and American points of view
In making or accepting tbs opportune
ties for territorial expansion now at
hand the English method is not an ex

tant countries will prove a burden and

The following New York Journal telegram shows an alarming
state of affairs exists atSantiago All the morning papers have mes
sages of similar import
No more arms or ammunition will be furnished either Gar
cia or Gomez That is the iiat issued this mominov The
government realizes the situation in Cuba- The question of
trouble with the Cuyans has been discussed at length by the
cabinet The president fears a clash and the strictest mil
itary rule will prevail until the obligations of the- war de
are carried oit
The effect of brewing trouble fromi Cubans and volunteers
who are residents of the island is that the army of occupation
will have to be very lare far greater than laid down in the
presidents plans The cost of this will be enormous and
probably a big loss from disease etc
