SAMS OFFER
This Is the View Taken by the
Authorities in Washington There
Is Ijittle Chance for a Ruptwm
Between the Two Ootintries
No Trouble Looked For
The possibility of a rupture between the
United States and Spain growing out of
representations recently made to the
Spanish authorities by Minister Woodford
f regarded as very remote by the state
department officials At the time Wood
fords instructions were written it was the
pinion of the administration officials that
the tender of the good offices of the United
States would be rejected by Spain Their
iews have changed on this point It is
said the authorities are now confidently
expecting Spain will accept the offer of
Mediation in the same conciliatory spirit
to which it is made and express a willing
ness to consider any suggestion which
this government may choose to make in
the direction of the restoration of peace In
the island of Cuba
Should Spain reject the offer of the
United States it then will be necessary for
Ihe president to consider what will bo the
further course of this government The
statement from Madrid that he will make
en ostentatious proclamation to the world
of disapproval of the Cuban regime by
suspending diplomatic relations with
Spain and withdrawing the United States
minister cannot be confirmed here and it
Is believed to be premature at least A
member of the cabinet said the president
Tvould not act hastily in any event and that
the president will be guided by the action

UNCLE SAMS DUTY
London Spectator Declares America
Should Stop Cuban War
The Spectator published in Loudon ac
cepting as a fact the report that the United
States has admonished Spain finds it diffi
cult to think war can be averted adding
Apart from that pride and ignorance of
the consequences did Spain defy the
United States war is probably considered
to be the best way out of the difficulty
Were the government to propose the
abandonment of Cuba in cold blood it would
simply mean handing over the country to
Don Carlos so the government proposes to
employ America to do the necessary am
putation which alone will prevent the
Cuban gangrene from spreading to the
rest of the body politic
To prolong the war would be a crime
and if America chooses to stop these
hideous cruelties all Englishmen should
applaud and refuse to inquire to narrowly
into the reason which influenced her
statesmen in putting pressure upon Spain
Americas duty is to stop the long
agony in Cuba and if her constitution does
not admit her doing so the sooner she
amends her constitution so that she can
hold her new acquisition on a different
footing the better for her and for human
ity

THE WEEK IN TRADE
The Business World as Seen by
Dun Co
R G Dun Cos Weekly Review says
Produce markets have been uncertain
closing a fraction higher for both wheat
and corn while the decline in cotton con
tinues with 8K cents paid for spot at the
end of August Cotton has dropped IK
cents or 18 per cent in less than four
weeks in spite of a remarkable revival of
manufcture
The corn estimate most credited by the
trade is only 1750000000 bushels but it is
coupled with figures tending to show a
surplus from the last crop of 400000000
bushels over ordinary consumption Were
this quite believed the price would not be
rising although exports continue heavy
being in three weeks 9975000 bushels
against 6150187 last year
Wheat has gained a fraction for the
week Atlantic exports flour included
for three weeks have been 12498181
bushels against 6188748 last year West
ern receipts are exceeding last years and
foreign estimates now agree in making the
probable requirement from this country
over 100000000 bushels greater than last
year

croachment on the real Republican title
under the new ballot law The Re
publican state committee has made
arrangements to immediately file a protest
against the using of the title on the official
ballot The result of this protest is prob
lematical as there is some divis
ion of opinion among the state
house people as to the intent and
scope of the ballot law relating to titles of
parties There is an expressed intention
on the part of some of the fusionists to
protest against the using of the title Na
tional Democrat on the ballot and they
concede that the Silver Republicans and
the National Democrats are standing on
the same ground as to encroachment on
party names A E Sheldon clerk of the

close to the board in matters of this kind
