a community There is a gra e de fect in our laws regarding assessments in that they provide no penalty for their violatiGnsbut it doessaem that none should bo needed As an example of the -unfair method of assessment under our statutes read a clipping elsewhere which shows the relative valuation of the village of Crawford -and the city of Cbadrou But we denot need to go away from home to And examples of this kind For over a year this paper has been boastingcf the wealth of Cherry coun ty but spon looking over the clerks abstractOf the valuation of the proper ty in the county we discover that the people here are ia very poor circum stances Below we give a few ex tracts from the clerks report to the state auditor reerardinr the value of Cherry county property In the entire county there are 1369 wagons and carriages worth on average only 5 each 530 -watches and clocks hut theyre valued at 2 each 16 pianofortes worth only 25 each 2worth of diamonds and jewelry That amount was returned by some body in the country 134 worth of gold and silver plate 713 in money other than that of banks 3860 of credits other than those of banbs Our people own nonpatent rights no franchises no annuities or royalties no boatsno bonds or- stocks All the household and office proper ty in the county is wDrth only 3734 Isnt it sad to think that this appar ently wealthy county should be so poor Just think of it Watches and clocks worth only 2 each Office and household property only 3700 This county cast 1410 votes last fall thus by -fee assessors returns each voter owns onJv about 250 worth of furniture Ah theres the rub The assessors in each county strive for lower valuations than the counties adjoining in order to escape paying state taxes and the result finally is that valuations sink practically to nothing It seems a laudable thing on the part of the as sessors but it places those gentlemen in decidedly awkward positions as each one swears to a falsehood when he makes his returns But what can be done it is not right for one orito place a high valuation on proper- tyxwhile another places a low and thus thti assessor justifies himself There jIs but one -remedy and all should -agitate it Attach a penalty clauseto the section which tells assess ors hos to place valuations on proper ty and then enforce it Under the presentdaw the rich escape their just share -of taxes and the poor whose property is all in sight must pay on all he owns even though it be at a re ducedvaluation As it now is the assessor and assessed can make false returns ct property with impunity WHERE
