convicts at road building It seems practically assured that the public highways will never be improved as they ought to be in any other wax and therefore the danger of bringing convict labor into competition with free labor is very remote In Eu rope it has long been the policy to build and improve roads with convict labor and some of the finest highways in the world are the result of that policy Leader A Stnte with Good Roads The annual report of the State Com missioner of Public Roads in 2sTew Jer sey is a document of great interest and importance at the present time when in many of the States the almost uni versal desire for good roads seems about to crystallize into laws looking to systematic and permanent improve ment of the public highways Six years ago New Jersey set out intelligently to provide the State with good hard smooth roads and within that period 1400000 has been expended by the State counties and individuals on per manent roads of which sum the State expended 4G0ui3 leaving nearly 1 000000 which has been raised by the counties and individuals to meet the State appropriation As a result of this expenditure 300 miles of the most fre quented highways have been perma nently improved on modern lines the antiquated highways having been turned into smooth hard roads with foot paths and cycle paths and beauti fied by trees and shrubbery whereby the appearance of various communi ties has been so changed that they have become attractive centers of set tlement Convinced not only of the popularity of the good roads idea but of its practical benefits as well the Commissioner recommends an annual State appropriation of 300000 and in his plea for this appropriation says Such an appropriation would give to each county each year a healthy mile age the taxation to meet which would not be burdensome probably no more on the average than one eighth per cent on the ratables and would result in an annual expenditure of more than 1000000 for improved roads a rate that would soon place us in a position to attract millions of capital for invest ment and thousands of progressive citi zens for permanent residents Improved highways give new life io the country through which they pass as they are often thronged with bicy cles and other pleasure vehicles So anxious are the people to avail themselves of the fostering aid of the State in the matter of good roads that in many cases petitions of certain com munities have been on file for years And in Massachusetts not more than 15 per cent of similar petitions could be acted on last year for lack of State funds New Jersey and Massachusetts have demonstrated the value of good roads 0 a community and as a result the fear of increased taxation which has in other States prevented in some cases the adoption of a liberal and sys tematic plan of road construction has been completely overcome farmers and all others being eager to add to the at tractiveness and value of their lands in this way In this work of permanent road im provement the good roads leagues and associations formed throughout the State have been an important factor in educating public sentiment Too much stress says Commissioner Budd can not be laid upon the importance of these associations There is no power so useful as that which persuades each and every person or community to do their best to help themselves by their own labor and contributions Such leagues and associations should be formed at once throughout Illinois and the work of improving and beauti fying this great State by a system of splendid highways should receive the most careful attention of the present Legislature As a motto for good roads associations it would be difficult to improve upon that of the advocates of good roads in New Jersey Good roads decrease taxation de crease living expenses increase prop erty values Increase farmers incomes increase railroad business promote prosperity promote civilization Chi cago Record American Men and Women An elevator in the American Tract Society Building in New York City broke the other day and tne platform fell from the tenth story to the srouud There were nine men and one woman on it at the time of the accdenr The leg of one man was broken the arm of another and all were injured more or less by the terrible shock The voman escaped unhurt it is said because ihe men all ancient or modern has ever given to the weaker sex thu universal honor paid to it by the American man A witty woman with quick seeing eyes and keen perceptions who had traveled much said An Englishman is not rude to a woman if she belongs to a higher class than his own a Frenchman compliments her if she is young and pretty but an American takes care of her though she be old and ugly and poor because he believes her to be gentler and better than himself The American woman should con sider long before she risks the losing of this prerogative by becoming a loud boastful weak imitation of a man Saved by a Hatchet Golden Days tells a story of a pros pector in Alaska who in company with eight other men was walking across a great ice field At one place a thin sheet of ice hid from view a crack about three feet wide The party approached the crevasse diagonally the prospector in advance when suddenly he and the next man in the line slipped through the thin coat ing of ice and disappeared in the chasm below Their cries narrowly prevented some of the others from meeting a simi lar fate The second man carried a gun and as he held on to it the weapon lodged crossways in the crevice and enabled him to be rescued but the prospector went down at least seventy five feet and was tightly jammed between the walls of ice He could not be seen but his voice could be distinctly heard directing the movements of his rescuers Blankets were torn into strips and tied into a rope This was lowered to the impris oned man who fastened one end around his body When the rope was pulled however it was found that he was jammed in so tightly that he could not be moved without tearing him asun der The rescuers were in a quandary but the Imprisoned man suggested that they lower him a hatchet and when this was done he chopped himself loose in short order Altogether he was thir ty minutes in the icy tomb and it was a week before he recovered from tho shock Indisputable Evidence The
