Satisfaction guaranteed Seasonable charges NEBRASKA CONGRESS DAILY REPORT OF WHAT IS BE ING DONE Many Measures of More or Ivcss Im portance Being Introduced at tbe Present Session of the Golden Rod Legislature Monday The house was not in session Monday morning a quorum not being present On Saturday night the house had adjourned in the midst of a debate on the motion to adopt the report of the committee of the whole on house roll No 155 the woman sufferage measure This report was for indefinite postponement Monday Sheldon moved that the bill be recommitted lo the commit tee on constitutional amendments Shel dons motion was lost The question then resumed on the motion to adopt the report of the committee of the whole and indfinite y postpone the bill Roll call was de manded and the report was adopted and tbe bill killed by a vote of 45 to 86 In committee of the whole the following bills were acted upon House roll No 140 providing for the adoption of minor chil dren The bill was recommended to pass House roll No 109 provides that all ex penses incurred by one county in taking care of an insane resident of another county shall be paid by the latter county Expenses of nonresidents of the state are to be refunded by the state The bill was recommended for passage Sodermans bill fixing the salaries of county attorneys is house roll No 145 It provides a salary of 800 for- county attorneys in counties having not more than 2500 inhabitants Five hundred dollars is allowed county at torneys in counties having over 2500 and under 5000 inhabitants In counties of from 5000 to 10000 600 in counties from 10000 to 20000 700 in counties from 20000 to 85000 900 in counties of 85000 and upwards a salary of not to ex ceed 151500 to be fixed by the county board Three deputies are allowed in counties having a population exceeding 125000 who are allowed a salary of 1200 apiece The committees amendment made the salaries in Douglas and Lancaster 2000 per an num Burketts raised this to 2500 On this latter amendment the vote on division was 37 ayes to 40 nays and Chairman Pol lard declared it lost Before the committee amendment reached a vote the committee rose and reported The report of the com mittee was adopted and the house adjourned until 10 a m Tuesday The greater part of Monday afternoon was spent in committee of the whole in the senate Mr Lee introduced a joint resolu tion authorizing the commissioneis of public lands and buildings to select the school lands accruing to the state in the old Fort Randall military reservation The house bill for the appropriation of 40000 for the payment of the incidental expenses of the present legislative session was read the third time and passed The bill to tax all state and private banks in order to create a fund for the protection of depositors of insolvent banks was read the third tme but it was then discovered that not only had serious errors crept into the engrossed copy but that the bill itself would if passed practically repeal the state depository law A motion that it be recommitted to the committee of the whole was agreed to In committee of the whole the only bill considered was senate file No JX to authorize county attorneys to employ assistants in certain cases The bill was recommended for passage and the commit tee rose Mr Canaday from the commit tee on education reported senate file No 119 providing for the display of the United States flag on every school building in the state with the recommendation that it be indefinitely postponed Tbe report of the committee was adopted Later Mr Haller moved that the vote by which the bll was postponed be reconsidered Upon the vote being taken the motion was lost The sen ate then adjourned Tuesday On a call for petitions and memorials in the house on Tuesday quite a number re sponded Petitions from Aurora Neligh and Blue Springs were read asking that the age of consent law be amended to ap ply to both boys and girls of the age of 18 years Several petitions were also read from Neligh Table Rock and Platte County in favor of house roll No 36 pro viding for an enabling act permitting women to vote A resolution denouncing the liquor traffic as conducted at the na tional capital was carried by a vote of 74 to 14 The recount bill came up and the house did not concur in the senate amend ment Motion to appoint a conference commute was carried and the matter dis posed of for the present A number of resolutions and bills were passed among them the following Joint resolution in structing Senator Thurston to vote for the free coinage of silver was passed by a strict party vote bill appropriating 40000 for the incidental expenses of the twenty fif th session of the Nebraska legislature the measure appro priating 4823 to reimburse Boyd County for expenses incurred in the trial of men charged with Having murdered Barrett Scott of Holt County bill providing for the use of public scales and the appoint ment of a Aveighmaster an act to legalize the acts of the county cleric of Buffalo County in issuing certificates for bounty for the destruction of striped and gray ground squirrels defining cruelty to child ren prescribing punishment therefor and for guardianship of children in certain cases The exposition bill came up and was made a special order for Wednesday Tuesday was one of the senates busy days the entire forenoon being taken up with the final reading and passing of bills and the afternoon being spent in committee of the whole Among the bills passed were the following House roll No 5 to recount the ballots cast for the constitution al amendment relating to judges of the supreme court The senate substituted a bill of its own for the one which passed tne house and there must necessarily be a con ference before the two legislative branches come to an agreement bill providing for the payment of county aid to organized agricultural societies without annual contributions and assessments the next bill to be read and passed was senate file No S7 to provide ior lull net weight and measure in all arti cles sold in original packages senate file No 136 enables counties to vote bonds for erection of county buildings at special elections senate file No 135 repeals a por tion of the law governing the branding of domestic animals so as to miti gate the severity of the branding of sheep and lambs senate file No 47 requires that chattel mortgages on house hold goods must be signed by both hus band and wife The next bill to be passed is one which was little understood by the senate until its provisions were explained and endorsed by Senators Grothan Deal ing and Conway The bill requires all parties having new born infants in charge to notify a competent physician of any in flammation of the eyelids Senate file No 17 reduces the time in which appeals may be taken to the supreme court from one year to six months Wednesday The measure under consideration in the house on the morning of the 10th was house roll No 145 which in the original form makes a severe cut in the salaries of county attorneys It was fought step by step by its opponents with ttho resultthat when rne Dili was recommenaea ior passage in committee of the whole but 200 was lopped off from the salaries of the county attorneys of Douglas and Lancaster Counties None of the provisions affected present incumbents Hull from the house conference committee on house roll No 5 the bill for the recount of the vote cast for the constitutional amendments sent to the clerks desk the report of the committee which was read and adopted by a vote of 69 to 23 Wboster sprung a sensation by a resolution that whereas it is current rumor that intoxi cating liquors are being sold in the base ment of the capitol and whereas this house has seen fit to condemn the action of congress in permitting the sale of intoxi cants in the national capitol it was now time to cast a beam out of the eyes of Ne braska legislators before plucking the mote from the eyes of congressmen he moved that an Investigating committee be named Thejesolution passed unanimously When the house assembled in the afternoon Gay lord rose to a question of privilege and protested earnestly against charges made in an Omaha paper to the effect that he had been roisrepresnted in his attitude on the Trans Mississippi Exposition bill He denied thathe was misrepresenting his constituents as has been charged Jenkins also made asimtlar statement in which he vigorously denounced as a lie the charge that he had signed any paper in the nature of a combine against the exposition Work was inclined to drag in the senate little outside of routine matters being un dertaken An attempt was made early in the morning hour to securer weeks ad journment in order to give the committees an opportunity to make the rounds of the state institutions A motion was made by Mr Grothan that when the senate adjourns Thursday it will be until Wednesday Feb ruary 17 the house concurring Mr Mur phy of Gage called attention to the fact that the senate had already accepted an in vitation to participate in the charter day exercises at the University of Nebraska next Monday and Tuesday and that to ad journ would be a manifest act of discour tesy With this view of the case Grothan withdrew his motion for an adjournment and the subject was dropped Mr John son from the committee on miscel laneous subjects reported senate file No 140 with the recommendation that it be indefinitely post pond The bill would repeal the law pro viding for the destruction of grasshoppers On motion of Mr Murphy concurrent res olution No 13 relating to woman sufferags was advanced to third reading After the noon recess the senate received the report of the conference committee on the recount bill house roll No 5 The committee reached an agreement by mutual con cessions The principal concession made by the senate was in the section of the bill providing the manner in which the ballots cast for the constitutional amendments shall be counted As the bill passed the senate this section provided that the ballots of but one county should be counted at a time and that as soon as the count is completed the ballots shalfbe sealed and immediately returned to the county from whence they were received The conference committee agreed upon an amendment which provides that although but one county shall be taken up at a time and the ballots from that county sealed up they are not to be re turned until the entire count is completed Mr Murphy offered an amendment which was adopted requiring each county clerk to enclose with the package of ballots poll books and abstracts sent to the secretary of slate a certificate under seal that such bal lots are the original ballots and poll books returned by the clerks and judges of elec tion at the last general election and when the secretary of state returns the ballots and poll books he shall enclose therein a certificate duly signed and sealed that the ballots and poll books are and remain in the same condition as when received by him The report of the conference com mittee was agreed to The bill is therefore a law as far as the senate is concerned Thursday The senate indulged in a very dull fore noon session but in the afternoon the lobby and galleries were packed while the most exciting debate of the session was in pro gress The first round of the fight over the stock yards bill was fought in the after noon and when time was called the decis ion rested with the opponents of the bill as reported by the committee on agricul ture Under the head of miscellaneous business Mr Beal moved that the senate purchase 5000 printed copies of Gov Hol combs inaugural message Mr Dundas thought the special committee appointed early in the session consisting of Farrell Ransom and Dundas should be authorized to make the order for the reason that that committee had ascertained the cost and was familiar with the subject The senate agreed and it was so ordered Mr Murphy Republican offered a preamble and resolu tion relative to the Trans Mississippi Ex position and it went over under the rules Mr Grothan of Howard then offered a joint resolution providing for the estab lishment of a university where the princi ples of bimetallism shall be taught The resolution was read the first time under the rules and ordered to a second reading The clerk of the house read a communi cation on the 11th from the speaker of the South Dakota house of representatives ask ing that an enclosed joint resolution passed by the South Dakota legislature be also passed by the Nebraska legislature The resolution enclosed memoralized con gress to inquire into the alien ownership of real estate bonds stocks and other pro perty It recited that a large percentage of property in the United States was owned by foreigners The communication was referred to committee Following a long debate over the nuestion of adjourning until Tuesday the house finally by a division voted to ad journ until 10 a m Tuesday bv the close vote of 38 to 37 Then Jenkins demanded a roll call and the speaker said that a di vision had been called for a vote and the result announced The only question be fore the house was the original motion but the speaker said he was inclined to be fair about the matter and announced a roll call on the amendment to adjourn until 10 a m Tuesday The motion prevailed by a vote of 43 to 35 and the house stood adjourned until 10 a m Tuesday Friday The senate involved itself into the live liest kind of a row over the valued policy law on the 12th The contest arose over the report of the judiciary committee rec ommending that senate file No 80 a bill introduced by Mr Murphy of Gage be in definitely postponed The bill proposes to extend the provisions of the valued yolicy law to personal property During the de bate the remarks of several senators took on a personal aspect and no little bitter ness of feeling was manifested on both sides The report of the committee was adopted and the bill indefinitely postponed A large number of bills were reported and placed on general file The contest case of Jeffcoat vs Evans came up by the committee on elections re porting in favor of seating Evans The consideration of the report was deferred until Friday February 19 Senate file No 194 was read the third time and passed It provides a legal proceedure by which two or more counties may be consolidated Into one county The bill is for the benefit of such counties as Grant Hooker McPherson and Logan The people of these sparsely settled counties feel that their taxes may be lessened if their county governments can be consolidated Mr Murphy called up his resolution of Thursday urging im mediate action by the lower house on the Trans Mississippi Exposition bill The res olution was referred to the committee on labor In committee of the whole the sen ate unanimously ordered Mr Howells joint resolution requesting the governor to issue a proclamation inviting all states of the union to participate in the exposition advanced to a third reading The senate then adjourned till Monday afternoon A Complicated Situation Frederick Hibberly a wealthy farm er living near Terre Haute Ind mar ried a year and a half ago a widow named Sykes She was much younger than he and soon chilled his affections by making almost daily demands for food and by Intimating with some frankness that old gowns occasionally need replacing with new ones The evidences of incompatibility of temper became so marked in a few months that Mrs Hibberly decided to please her husband for once by suing for a di vorce This she obtained but he was not pleased by the fact that with it she obtained a modest allowance in the shape of alimony Finally the agony of paying this became so great that Mr Hibberly courted his ex wife over again and by making lavish promises in regard to daily bread and weekly meat again won her coy consent Then he fell to weighing present alimony against future living expenses and the result was that he refused ultimately to weld together the broken matri monial chain So the widow has sued for 10000 damages and she has letters that make it almost certain she wilJ get the money The Agile LieRged Flea There are forty seven different kinds of fleas all of which
