and the financial straddle of the Ohio
Republicans will be the ground upon
which the opponents of Mclvinley will
endeavor to stand at the St Louis con
ventihn The business men of the East
object to both declarations The see
the country getting along very nicely
under the present tariff and they are
utterly opposed to any financial strad
dle They demand a straight out and
clean cut declaration en the money
question They are tired of those who
are neither hot nor cold and will spew
them out
If the Republicans can slip into full
power this fall on a Democratic quar
rel the partys beneficiaries will have
fine fleeeijg to be sure The tariff
barons of course expect the biggest

his Pacitic railroads in shape to throw
the burdens of debt on the people
Warner Miller is waiting for a Repub
lican administration so he can get

and it is said that Matt Quay is pnrs

course he will have to be satisfied
These are only a few of the jobs
that are being nurtured by Republi
can statesmen in the hope of being
able to control the next Congress and
President sufficiently to put them
through
A FEW QUESTIONS
The Declaration of Independent
that immortal document which is the
foundation of our government and is
revered by all true Americans says
that life liberty and the puisuit of
happiness are among the inalienable
rights of man This is democratic
doctrine Does an ofiice holder lose
his right to have a voice in affairs of
suite as soon as he accepts a govern
ment position Should he be ostraciz
ed from society denied the right of
suffrage or what is still more dear to
the heart of the average American
citizen the right to caucus and at
tend conventions Des not the fact
that a man holds a federal position
indicate his superiority Does this
great and glorious government select
numbskulls for its servants We
think not Then why should office
holders be subject to ridicule and
sneeringly refered to both by word
of mouth and in the public prims
their every ant questioned and their
sincerity on ail public questions doubt
ed Do not those sneers and under
handed insinuations show the poor
breeding of the ttian who indulges in
them Is not an office holder an
American citizen Does he give up
his liberty when he enters the govern
ments service or bind himself to stop
thinking during his term of office or
lock up his right to free speech until
an antagonistic administration controls
the government Hardly This
thing of critizing and sneering at fed
eral office holders has gone so far that
it is a mania with some people and
should be emphatically sat down on
From the Atlantic to the Pacific these
sneers are being indulged in by a cer
tain class of people until office holders
are almost driven to dishonesty To
hold a government appointment is an
insignia ot honor not a badge of dis
grace
THE SITUATION
After sizing up the situation in the
ranks of the Republican party and
concluding that the Republicans will
nominals Uelvinley on a straddle plat
form the Louisville Courier Journal
points out the way for Democratic
success ti is fall The silver leaders
will not accept the Ohio currency
piank which means everything and
yet means nothing and neither will
it satisfy the Republicans of the east
And yet if Mclvinley is nominated it
will be with this plank in the platform
The silver men alone cannnot hope
to elect a President the withdrawal
of both the sound money and free sil
ver -elements from the Republicans
will leave the straddle bugs with a
very slim show for success and if the
Chicago convention adopts an un
equivocal platform repudiating dis
tinctly the proposition to commit the
country to the fiee unlimited and in
dependent coinage of silver and put
on that platform as candidates two
well known Democrats whoes fidelity
-to sound money is above suspicion
the ticket will become the rallying
point for all sound money men in the
country thus insuring its election
At present this is the only apparent
chance for Democratic success On
its traditional policy of sound money
home rule and a low tariff the Dem
ocratic party may march to victory
Last week we gave af ull account of
the Democratic county convention
and complimented the free silver ele
ment on the graceful manner in which
they took their defeat and signified
their intention of abiding by the will
of tim majority We fondly thought
that all trouble was over but alas for
the frailty of human hopes The fol
lowing Monday night some eight or
ten of the dissatisfied ones met in an
out of the way private office and there
in secret conclave organized a little
convention of their own elected a
chairman and secretary and a delegate
to the state convention of their faith
It was their privilege to do this and
we recogntze it as a shrewd piece of
politics but we would like to know if
that convention was regular If so

parties ashamed of it We deplore
the necessity which compels us to give
these facts to the public and regret
that Democrats cannot be moie demo
cratic in their actions Of one thing
though we may feel assured and that
is we will not hear so much about
bolters in the future as we jiaye in

The Northwestern Stock Associa
tion held its annual spring meeting in
Valentine last Saturday April 25 a
large number of Cherry countys most
prominent stockman being present to
assise in the deliberations of the As
sociation The principal business of
the meeting was to decide whether or
notit was advisable to amalgamate
the local association with the Western
South Dakota Slock Growers Assoeia
tion and the election of officers
Following is a detailed account of the
proceedings
The executive committee was called
to order at 930 i m and the report
of the secretary treasurer read exam
ined and accepted The bill of C A
Schrandt for 4945 vas on motion
ordered cancelled C Shattuck
turned over 1000 recived from sale
of tent

Stewart and S V Damon were ex
pelled for non payment of dues The
names of C A Turner and Tracey
Dorr were erased from the books of
the Association on account of death
D C McKee Jeff McKinnty andj
K Margrave were dropped from the
list on account of being non residents
The general meeting of the Associa
tion was called to order at 130 p m
in the county judges office and after
roll call the reading of the minutes of
the last meeting was dispensed with
owing to their incompleteness Report
of the secretary treasurer was read
and accepted
Mr Stuart representing the West
ern Soutn Dakota StucK Growers As
sociation with headquarters at Rapid
City was called upon and gave a tew
facts concerning the organization
The annual dues of the Association
aie 500 with an assessment of 3
cents per head on cattle and 2 cents
on horses The assessments may be
reduced but not increased The As
sociation has inspectors at Sioux City
South Omaha Chicago Kansas City
and Deadwood and is composed at
present of some 360 members After
considerable discussion and much ask
ing of questions it was finally decided
to retain the local association without
dues however and the secretary was
instructed to notify all members that
their dues for 1S96 were suspended
and that it is- the sense of the Associ
ation that they become members of
the Western South Dakota Stock
Growers Association

It was decided that there would be
no round up by the Association this
year and the by laws were amended
so as to read that three members of
the executive committee would con
stitute a quorum A special meet
ing of the executive committee
was called by the President to meet at
Cody on Saturday June 27th
Some talk was indulged in relative
to petitioning the state legislature to
pass a law requiring brand books to
be revised at ieast once every five
years but no definite actiou was
taken on the question A petition
was introduced and numerously sign
ed asking Congress to defeat H R
No 282 and the following resolution
relating to the measure was adopted

Congress lrom the 5th Nebraska district has
introduced a bill in Coiikuss UK No 8 j
whieh has for its purpose the ceding of the
semi arid lauds of this state to the state to in
turn be deeded to private individuals in tracts
of not to exceed WO acres upon said individuals
reclaiming part ol said W0 acres by irrigation
and

lauds wMilti be thus reclaimed and those tracts
directly aoug the streams thus closing those
streams again it vast numbers of cattle that
might be kepi on ranges through whieh said
streams course and

fordthe greatest amount of good to the largest
number of people placing the large and small
stockman on exactly the same tooling and

rapidly becoming recognized as of vastly more
vjiis ior stock raising than for any other pur
pose and
