Statute requires three readings unless rules governing passage of ordinances are suspended and an ordinance is read the second and third times by title only. A motion to suspend the rules failed to obtain the necessary three-quarters vote of the Coun cil, or six votes. The vote was four "ayes" and three "nays." Councilmen Rob ert Aspedon, Joe Highfield, Ray mond Smock and Lloyd More head voted "aye." Councilmen James McMillian, Elmore Brink and Sterling Cole voted "nay. Councilman Donald Aylor was absent.
